DEVELOPMENT: Conversion of existing disused pharmacy into a 2 bedroomed

Observations: Given the close proximity of existing residents a condition to control hours of noisy work during the construction phase is recommended.

Condition - Hours of Construction and Demolition
Demolition or construction works shall not take place outside 08:00 hours to 18:00 hours Mondays to Fridays and 08:30 hours to 13:00 hours on Saturdays nor at any time on Sundays or Bank Holidays.
Reason: To safeguard the amenities of the occupiers of adjoining properties and to avoid conflict with Policies DEV1 (Protecting health and amenity) and DEV2 (Air, water, soil, noise, land and light) of the Plymouth and Southwest Devon Joint Local Plan 2014-2034.

The proposals intend to convert an existing pharmacy into a 2-bed bungalow at the above-mentioned site. The Local Highway Authority (LHA) would not wish to raise any in-principle objections to the proposed development.The new proposed dwelling will be served with 2x off-street parking spaces which is in accordance with the parking standards as detailed within the SPD. Vehicular access to the site is provided via the existing access from Chard Road which serves the parking area for the current use and is therefore acceptable.
Secure and covered cycle storage should be provided in accordance with the levels and standards as set out within section 8 of the SPD.

Planning conditions:
CAR PARKING PROVISION
The dwelling shall not be occupied until the car parking area shown on the approved plans has been drained and surfaced in accordance with the approved details and that area shall not thereafter be used for any purpose other than the parking of vehicles.
Reason:
To enable vehicles used by occupiers or visitors to be parked off the public highway so as to avoid damage to amenity and interference with the free flow of traffic on the highway in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
CYCLE PROVISION
The dwelling shall be occupied until space has been laid out within the site in accordance with details previously submitted to and approved in writing by the Local Planning Authority for a minimum of 2 bicycles to be securely parked. The secure area for storing bicycles shown on the approved plan shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.
Reason:
In order to promote cycling as an alternative to the use of private cars in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
