This site is situated within the City Centre Conservation Area (adopted March 2022). It is subject to the Planning (Listed Buildings and Conservation Areas) Act 1990 and guided by policies within Chapter 16 of the National Planning Policy Framework (updated 2023) and Policy DEV21 of the Plymouth and Southwest Devon Joint Local Plan (adopted 2019) as well as guidance within the City Centre Conservation Area Management Plan (adopted 2022).

A change of class use as put forward within these proposals will cause no change to the Conservation Area in heritage terms and is therefore deemed acceptable by the Historic Environment Team.
