The proposals seek to demolish the ice rink and swimming baths and create a new external wall to the existing building alongside hoarding around the site boundary.The applicant has submitted a Traffic Management Plan (TMP) which includes details relating to the programme of demolition works and details of vehicle movements including; the number, type and size of vehicles, operation hours, routes being used by construction vehicles and contractor parking arrangements.
Whilst the majority of the information included within the TMP is considered acceptable, the LHA would require some further information regarding access arrangements and revisions to the timing of deliveries.
All construction movements would be required to travel along traffic sensitive routes which have strict restrictions in place with regard to construction activities. As detailed within PCC's 'Traffic Sensitive Streets' document, Millbay Road is classified as a blue route therefore meaning no construction activity can take place between the hours of 07.00-09.30 and 16.00-18.30. Whilst these restrictions would not apply to the arrival/departure of contractors on site, no deliveries or construction movements will be authorised to take place during these times.
Consultation with Network Management has also highlighted that the route for construction traffic includes Outland Road which is heavily congested between 15.30 and 18.00 and there are deliveries/collections due to take place at 15.00 which would impact on this. Therefore, it is requested that construction movements are avoided around these times. The LHA would agree to this also as the deliveries due to take place at 3pm include large plant machinery and artic lorries and as the site is within close proximity of 2x schools, the timings would clash with school collections which would give cause for concern.
Furthermore, the TMP states that movements associated with large plant delivery will be reversed into site under banksman control off Millbay Road. No tracking plans have been provided to evidence that such movements would be able to take place without conflict with the crossing or override of the public highway and the LHA consider that it is highly unlikely that they could.
Due to the width of the access roads within the site and the radius of the bend on the northern side, the LHA would question why vehicles delivering large plant could not enter the site in a forward gear, turn eastwards along the internal road, then reverse back into site. This would then ensure that all reversing movements are taking place off the public highway.
A Dilapidation Survey will be required to be undertaken and approved by the Local Planning Authority (LPA) prior to the commencement of any works on-site. The survey shall include assessment of all infrastructure within any part of the HMPE and any damage caused during the demolition shall be rectified in full at cost to the applicant.
Network management have stated that a hoarding license will be required for any hoarding erected on HMPE and a Temporary Traffic Regulation Order (TTRO) will be required for the closure of the Boulevard.
Street Services have also raised concerns with regard to the management of surface water run-off to ensure the surrounding public highway is not impacted during the demolition period and after works have been completed.
In conclusion, whilst the LHA would not wish to raise any in-principle objections to the proposed demolition (subject to the wider approach to surface water run-off and the contamination strategy), an updated Traffic Management Plan will be required which address the points raised above with regard to access arrangements and timing of construction movements.

CONSTRUCTION TRAFFIC MANAGEMENT PLAN
The demolition works hereby proposed shall not commence until there has been submitted to and approved in writing by the Local Planning Authority a Construction Traffic Management Plan (CTMP). The said CTMP shall be submitted prior to the commencement of the demolition works and shall include details relating to the detailed programme of works, details of construction vehicle movements including number, type and size of vehicles; construction operation hours; routes being used by construction vehicles, and contractors parking arrangements. The demolition works hereby proposed shall be carried out strictly in accordance with the approved CTMP.
Reason:
To ensure that the traffic impacts associated with the construction phase of the works does not lead to adverse impacts upon the operation of the Local Road Network in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
HIGHWAY DILAPIDATION SURVEY
No works shall commence on-site until the applicant has undertaken a highway dilapidation survey in consultation with the Local Highway Authority which shall have been submitted to and been approved in writing by the Local Planning Authority. The survey shall assess the existing condition of all highway infrastructure which will be impacted upon through the construction activities associated with the development hereby approved. This shall include routes to and from the site being used by construction traffic.
Reason: To ensure that any damage to the existing highway infrastructure arising from the construction of the proposed development is properly recorded and addressed by the developer on completion of the works in the interests of the safety of all users of the highway in accordance with Policy DEV29 of the Plymouth & South West Devon Joint Local Plan 2014-2034.
INFORMATIVE: PUBLIC HIGHWAY APPROVAL
This planning permission does not authorise the applicant to carry out works within the publicly maintained highway. The applicant should contact Plymouth Highways for the necessary approval. Precise details of all works within the public highway must be agreed with the Highway Authority and an appropriate Permit must be obtained before works commence.
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
