Highway Authority

The proposals seek to construct a two-storey side extension and residential annexe, alongside other alterations, at the above-mentioned site. The Local Highway Authority (LHA) would not wish to raise any in-principle objections to the proposed development.

The property as existing is benefitted with 4-bedrooms which attracts a parking demand of 3x spaces as detailed within the SPD. The proposals would increase the number of bedrooms in the main property to 5 alongside the provision of a 2-bed annexe. However, the associated parking demand would remain the same providing the annexe is only used for purposes ancillary to the main dwelling.

The property is benefitted with a hardstand which is considered to be able to accommodate off-street parking for 3x vehicles and as such, the LHA would not wish to raise any in-principle objections to the proposed development.

A condition should be attached to any grant of planning consent which restricts the use of the annexe to purposes ancillary to the main dwelling only to prevent it from being operated independently and subsequently increasing the parking demand at the site.

Planning conditions:
CONDITION: ANCILLARY USE
The annexe hereby permitted shall not be occupied at any time other than for purposes ancillary to the residential use of the dwelling known as 26 Southway Lane.

Reason:
Due to the close relationship between the proposed annexe and the existing dwelling and shared access and amenity areas, the accommodation is considered unsuitable for independent occupation in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019



The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
