The Historic Environment Team are generally supportive of proposals to refurbish and reuse this Grade II listed structure (Blood Transfusion Centre and Attached Walls, Steps and Gate Piers NHLE No: 1130051) . This limestone building, dating to the early 19th century, was originally part of Raglan Barracks before being used as a healthcare facility. The building has undergone a period of disuse and bringing life back to this building would be in the public benefit.In line with Paragraph 200 of the National Planning Policy Framework and Paragraph 1 of Policy DEV21 of the Plymouth and South West Devon Joint Local Plan, any application affecting a heritage asset should be accompanied with an appropriate assessment. In this case any full planning application will have to be supported by an Historic Building Assessment which details the development of the building, any of the surviving historic form, fabric, fixtures and fittings and the impact of the proposals upon them. Furthermore, proposed alterations to the roof line, which seek to alter the building profile, would have to be measured and justified in terms of their harm to the significance of the building.
