The proposals seek to change the use of building M070 from storage to office spaces alongside other external alterations. The Local Highway Authority (LHA) would not wish to raise any in-principle objections to the proposed development.Vehicular access to the site will be provided along the internal road within the naval base and will be unchanged as part of the proposed development. Whilst the two existing pedestrian access points into the site will be retained, these will be improved via the construction of ramps to facilitate access into the building. In order for these works to be provided, 5x car parking spaces will need to be removed from the southern boundary of the site.
These 5x car parking spaces contribute to a total of 11x spaces that are located within the site boundary which are unallocated and able to be used by any officers working in the area.
To attempt to offset the loss of these spaces, the applicant intends to re-provide 4x parking spaces (including a disabled space) along the northern boundary, resulting in a net loss of 1x parking space. It is considered that such a loss in car parking would not lead to any severe impacts on the local highway network and therefore a recommendation of refusal on this basis would be unable to be sustained.
Paragraphs 5.1.1 and 5.4.4 inform that the proposed office space will be used by support workers for the T26 Frigate ship who will be stationed within the naval base or on board the ship when it is docked. As such, the Transport Statement (TS) states that there will be no staff members commuting to the site from outside of the naval base and therefore the development will not give rise to any additional traffic and transport impacts within the local area.
Whilst the LHA would not wish to raise any in-principle objections to the proposed development on this basis, it is recommended that a condition is attached to any grant of planning consent that restricts the use of the office building for use by officers of the T26 Frigate ship only. This is to ensure that any potential future use of this building for any other office purposes which could lead to additional transport impacts can be properly considered by the Local Planning Authority (LPA)/LHA.
In addition, the LHA will require the proposed development to be included in an updated Travel Plan, which is understood is currently being developed by Babcock, that covers the entire Babcock site.

UPDATED TRAVEL PLAN
The use hereby permitted shall not commence until an updated Travel Plan has been submitted to and approved in writing by the Local Planning Authority. The said Travel Plan shall seek to encourage staff and all site users to use modes of transport other than the private car to get to and from the premises. It shall also include measures to control the use of the permitted car parking areas; arrangements for monitoring the use of provisions available through the operation of the Travel Plan; and the name, position and contact telephone number of the person responsible for its implementation. From the date of the commencement of the use the occupier shall operate the approved Travel Plan.
Reason:
The Local Planning Authority considers that such measures need to be taken in order to reduce reliance on the use of private cars (particularly single occupancy journeys) and to assist in the promotion of more sustainable travel choices in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
SPECIFIED OPERATION RESTRICTION
The premises shall be used by officers associated with the T26 Frigate ship only as set out within paragraphs 5.1.1 and 5.4.4 of the submitted Transport Statement.
Reason:
For the purpose of preserving public highway safety and the prevention of potential additional traffic and transport impacts as a result of uncontrolled use of the facility in accordance with DEV29 of the Plymouth and South West Devon JLP 2019.
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
