This pre-application enquiry seeks advice on the proposed demolition of existing derelict garages and the construction of 5x, 4-bed houses. The Local Highway Authority (LHA) would object to the proposals due to lack of off-street parking.The submitted details inform that the 5x dwellings will be served with a total of 2x off-street parking spaces, meaning that at least 3x of the proposed dwellings would not be benefitted with any off-street parking provision.
In accordance with the indicative parking standards within the SPD, each dwelling should be served with 3x off-street parking spaces leading to a total of 15x spaces to serve the development as a whole. As only 2x spaces are proposed, this would lead to a shortfall of 13x spaces. Even if the LHA were willing to accept a lower level of parking provision, such as 2x spaces per dwelling, this would still lead to a shortfall of 8x spaces.
Whilst the submitted details state that the site is located within an accessible and sustainable location, there are no parking controls within the vicinity which would aim to prevent any overspill parking from occurring as a result of the proposed development. Furthermore, there are pre-existing issues within the local area with regard to available on-street parking to serve existing residents which the proposed development would compound.
For this reason, the LHA consider that the site is of insufficient size to accommodate the scale of development proposed and would object to the proposed development due to the lack of off-street parking provision and the negative impact that the resultant overspill parking would have on the surrounding streets.
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
