The proposals seek to construction a ground floor side extension, loft extension and garage extension at the above-mentioned property. The Local Highway Authority (LHA) are unable to support the proposed development in its current form.The proposed development would see the increase in number of bedrooms at the property from 1 to 3, thus increasing the associated parking demand from 1x space to 2x spaces.
The proposed extension to the garage would remove a section of hardstand which would in turn, remove 1x off-street parking space from the property. Whilst the new proposed garage would be large enough to accommodate a parked car and could therefore be considered as re-providing this lost space, by way of its orientation, there is no vehicular access into the garage. As such, the garage cannot be considered as a positive contribution to the off-street parking provision at the property.
As a result, the proposed development would remove off-street parking whilst simultaneously increasing the parking demand at the property which could not be supported by the LHA.
If the applicant were able to demonstrate that 2x, policy compliant, off-street parking spaces could be retained at the property then the LHA would be mindful to withdraw the recommendation of refusal.

Reasons for Refusal:
Loss of Car Parking:
The proposal will result in the loss of the existing off street car parking area serving 1 Hazel Close. The applicant has not demonstrated that these spaces are no longer required and the proposal could therefore lead to further vehicles parking on street, giving rise to conditions likely to cause: -
a) Damage to amenity;
b) Prejudice to public safety and convenience;
c) Interference with the free flow of traffic on the highway.
The proposal(s) are therefore contrary to Policy DEV29 of the adopted Plymouth and South West Devon Joint Local Plan adopted March 2019.
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
