Highway Authority Consultation Response to a Planning Application
APPLICATION NO: 24/01318/MJR
SITE: LAND AT BATH STREET, PLYMOUTH
DEVELOPMENT: Pre-application for condition (14) discharge of a phased mixed use development of 136 affordable homes (Class C3) and 628sqm of flexible (Class E) commercial units
Observations:
Since the granting of planning permission for the development (app no 22/02109/FUL), the LHA have engaged with the applicant's highways consultant on the proposed alterations to the highway which are intended to be delivered by way of a Section 278 Agreement.
Following an exchange of emails during July and August 2024 (which included the submission of an RSA), the LHA are now content with the general layout and changes to the highway as shown on submitted External Works Plan. However, I would add that the plans submitted to and approved by the LHA related to the General Arrangement along with the Signing and Lining Details.
Feedback from the LHA on the proposals did not go as far as commenting upon or approving any of the Hard Landscaping Details (which the LHA have already stated previously would also require sign-off by the LPA). As such this element of the highway works are still to be formally agreed and as such the LHA could not recommend the discharge of Condition 14 on this basis.
