COMMENTS:
The Local Highway Authority (LHA) would not wish to raise any objections in principle to the proposed Change of Use under general permitted development from office (Class E), to 3no. flats (Class C3).
The application property located in Houndiscombe Road is just off the Mutley Plain district shopping centre with all of the usual amenities and a frequent bus service.
The property was previously in use as offices for an accountancy business, which would have had an associated traffic attraction and parking demand during the working day.
The proposed change of use would alter the internal layout to provide three in number flats comprising of a one-bedroom flat on both the ground and lower ground floor, plus a two-bedroom flat on the first floor. A bike storage and bin storage would be provided in the rear courtyard.
The conversion and change of use from offices to three flats without any intensification in the use of the property would give rise to an increased demand for on-street residential parking. But as it is situated within on-street Permit Parking Zone J, where on-street parking is restricted to permit holders only between 10am and 5pm Monday to Saturday, then the property may be considered as a car free development that would not necessarily require private car parking. But, as apparently understood by the applicant, the property and its occupiers would be excluded from entitlement of on-street parking permits.
SUMMARY:
The LHA The Local Highway Authority (LHA) would not wish to raise any objections in principle to the proposed Change of Use from offices to three flats, but the property would be excluded from the entitlement of on-street parking permits as per the below notice; with recommending the following planning conditions: -
() CYCLE PROVISION
No dwelling shall be occupied until space has been laid out within the site in accordance with the Councils SPD guidance to provide a minimum of four (4) bicycle storage spaces allocated one each for the one-bedroom flats and two spaces for the two-bedroom flat for cycles to be securely parked. The secure area for storing bicycles shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.
Reason:
In order to promote cycling as an alternative to the use of private cars in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
() INFORMATIVE: RESIDENT PARKING PERMIT SCHEME
() The applicant should be made aware that the property lies within a resident parking permit scheme therefore in accordance with Council policy the development will be excluded from obtaining permits and purchasing visitor tickets for use within the scheme.

In May 1997, a report was taken to the Plymouth Joint Highways Committee and a recommendation was agreed that properties or premises situated within a Permit Parking Zone that are to be demolished or re-developed should be automatically removed from the list of properties eligible to apply for any form of parking permit.
Also, where an increase in parking demand occurs as a result of the property having a change of use or being increased to multiple occupancy, removal of the property from the list of properties eligible to apply for a permit will be at the discretion of the Head of Transport Services.
As this property is subject to an application that falls under one of the above-mentioned criteria, then I would have to inform you that in accordance with current Council Policy, in the event that the proposed development or change of use is implemented, this property will be excluded from the Permit Parking Zone that is in operation within this area of the City. Therefore, the new development would be excluded from the issue of parking permits, including business permits, and visitor tickets.
