PLYMOUTH CITY COUNCIL CONSULTEE COMMENTS FOR A PLANNING APPLICATION.

COMMENTS:
The Local Highway Authority (LHA) would not wish to raise any objections in principle
to the proposed development with the erection of one four-bedroomed three-story house on what is currently open public amenity land.

Further to the previous associated proposal (under application number 24/00774/FUL) additional underground service constraints have been identified resulting in a reduction in the footprint of the built area The reduced footprint would retain the existing public footpath that crosses the site linking Peters Park Close with Dawson Close, as shown on the application drawing titled and numbered 'Existing and Proposed Site Plans - 2024-13-1001'.

The proposed two new driveway parking spaces are again indicated as being surfaced with chippings, so it would be important to ensure that loose chippings would not migrate out onto the public street and into the adjacent road gullies when cars are entering and leaving the site. Where a hard paved apron of at least 1.5 metres wide into the site is required adjacent to the public street to prevent loose chippings over-spilling. Where in this case there is already a fractured concrete apron that provides access to the adjacent private garage, but which narrows in width at one end and falls short of covering the entire length of the road carriageway where it meets the site boundary. The concrete apron would need to be extended, and a dropped kerb may be needed to ensure that the development and vehicle access is properly tied-into the public street, and that loose chippings would not overspill out onto the street and into the road gullies. The applicant is advised that further advice can be obtained regarding this from the Councils Street Services 'Plymouth Highways' department.

The provision of one electric vehicle charging point is needed and shall be provided in accordance with the advice contained within the Councils SPD and current national guidance. Whilst there is ample space within the private site to provide covered and secure cycle storage to help encourage sustainable travel.

SUMMARY:
The LHA would not wish to raise any objections in principle to the proposed erection of one new dwelling-house subject to the following conditions being included: -

CAR PARKING PROVISION
() The building shall not be occupied until the car parking area for two in number cars identified on the approved plans that shall include a 1.5-meter-wide hard paved apron into the site adjacent to the public street to prevent loose chippings from over-spilling when in use has been constructed and that area shall not thereafter be used for any purpose other than the parking of cars.

Reason:
To enable vehicles used by occupiers or visitors to be parked off the public highway so as to avoid damage to amenity and interference with the free flow of traffic on the highway in accordance with Policy DEV29 of the adopted Plymouth & Southwest Devon Joint Local Plan 2014 - 2034.

PROVISION OF ELECTRIC VEHICLE CHARGING POINT
() Prior to use one in number electric car charging point shall be provided in accordance with the details set out as a minimum requirement in par 8.39 & Table 33 of the Councils Supplementary Planning Document (SPD).
