The proposals seek to construct a two-storey side and single storey rear extension at the above-mentioned property. The Local Highway Authority (LHA) would not wish to raise any in-principle objections to the proposed development.The proposed development would include the demolition of the existing garage which would be replaced at ground floor level as part of the two-storey side extension. As the existing garage measures at approximately 4.7m long (which is incidentally shorter in length than that required for a standard off-street parking space) it could be argued that it could not have been considered as a positive contribution to off-street parking at the property.
The new proposed garage would also fall short of the dimensions required to be considered suitable to accommodate a parked car (6.5m long and 3.5m wide) and the LHA would question whether a car would be able to access the garage due to its new orientation.
However, the property would continue to be benefitted with a hardstand which would allow 2x cars to park off-street in a tandem arrangement.
Whilst the proposals would lead to an increase in bedrooms at the property from 4 to 5, the associated parking demand would remain the same. Therefore, the LHA consider that the proposed development would not lead to any increase in traffic and transport impacts over and above those previously established.
For this reason, the LHA would not wish to raise any in-principle objections to the proposed development.

Planning conditions:
CAR PARKING PROVISION
The building shall not be occupied until the car parking area shown on the approved plans has been drained and surfaced in accordance with the approved details, and that area shall not thereafter be used for any purpose other than the parking of vehicles.
Reason:
To enable vehicles used by occupiers or visitors to be parked off the public highway so as to avoid damage to amenity and interference with the free flow of traffic on the highway in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
