Policy DEV 14 in the JLP notes that, 'Change of use of existing employment sites (including vacant sites whose lawful use is for employment purposes) will only be allowed where the following applies:i. The proposal is specifically provided for by the local plan to deliver wider strategic objectives, or
ii. There are overriding and demonstrable economic, regeneration and sustainable neighbourhood / communities benefits from doing so, or
iii. There is no reasonable prospect of a site being used for employment use in the future,'.
Armada Street is not currently an allocated site within the Joint Local Plan.
There is insufficient information in the pre-application regarding current / future employment use of the site to determine its future potential to provide employment. It would be helpful to see evidence that the site is no longer in demand as employment space for example if the site is currently vacant, information should be provided on the marketing activity that has been undertaken and an indication of the level of demand this activity garnered.
