The proposals seek to demolish the existing garage and construct a larger garage at a differing orientation alongside other alterations at the above-mentioned property. The Local Highway Authority (LHA) would not wish to raise any in-principle objections to the proposed development.There are no proposed changes to the vehicular access into the site and sufficient levels of visibility are maintained.
The new proposed garage would be large enough to accommodate a parked car and there is sufficient space within the hardstand to allow adequate means of access/egress to the garage. In addition, whilst a level of 're-shuffling' could be required, the hardstand would also be able to contribute to the off-street parking provision at the property. As such, the existing level of car parking provided at the site currently would be retained following the proposed development which is acceptable to the LHA.
Whilst the LHA would usually object to the application due to the location of the proposed soakaway as it is not 5m from the edge of the highway, it is noted that this section of Mena Park Road is private and therefore the impacts of this would be for the landowner to consider.

CAR PARKING PROVISION
The building shall not be occupied until the car parking area shown on the approved plans has been drained and surfaced in accordance with the approved details, and that area shall not thereafter be used for any purpose other than the parking of vehicles.
Reason:
To enable vehicles used by occupiers or visitors to be parked off the public highway so as to avoid damage to amenity and interference with the free flow of traffic on the highway in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
