COMMENTS:
Transport Planning would not wish to raise any objections in principle to the proposed discharge of conditions 4,5,7,8,34,35 (of application 19/00891/FUL) with the submission of amended details (further to application 20/01617/CDM); namely conditions: -

4: Ecological Mitigation and Management Plan Public Realm Works
5: Temporary Surfacing Pavilions Sites
7: Landscape And Ecological Management Plan
8: Lighting Details Public Realm
34: Landscape Design Proposals
35: Surface Water Drainage

The earlier associated planning application number 19/00891/FUL that relates to the proposed discharge of the subject planning conditions was a proposal for the 'Refurbishment and extension of Norwich Union House itself, along with public realm works within Old Town Street and New George Street including the creation of 6 free-standing pavilion retail units, and associated works':

This current application for approval of amended details and the discharge of associated planning conditions under the above listed headings, relates only to the associated public realm works within the fronting streets that are designated as public highway. Where the public realm works are understood to be carried out by the project managers in close consultation and agreement with the Councils Highways Teams under Permitted Development rights.

It is therefore incidentally noted that along with the amended details associated with the six above listed planning conditions, an extract of a wheel tracking plan for New George Street has also been submitted titled and numbered: - House of Fraser Tracking Extract Plan - 1126-5-Sk042 Rev P2. The Tracking Plan extract shows some minor repositioning of street furniture to accommodate lorry access to the House of Frazer (and should ensure that it has also considered access along the length of the street for emergency and service vehicles).

SUMMARY:
Transport Planning would not wish to raise any objections in principle to the proposed further public realm amendments that are being carried out under PD rights, recommending that the following Informative be included in any discharge of planning conditions: -

INFORMATIVE: In support of highway safety, it is recommended the amended street layout and public realm works are subject of a full Road Safety Audit to the satisfaction of the promoters, designers, and project managers of the scheme, to ensure the safe utility of the street.
