APPLICATION SUMMARY

COMMENTS:
The Local Highway Authority (LHA) would not wish to raise any objections in principle to the proposed 'Variation of Conditions: - 1: Approved plans ' 9: Roads and Footways ' 12: Drainage - and 13 ' Landscaping; of application 24/00372/FUL, to amend layout and drainage.

Referring to the accompanying Design Statement and drawings indicate the access road would be realigned, straightened, and shifted marginally to the south (as would the footprint of the dwellings). The proposed realignment of the access road would apparently also accommodate a necessary diversion of a public sewer.

The revised drawings include Swept Path Analysis showing wheel tracking plans including for large service and emergency vehicles to demonstrate they would be able turn within the turning head.

SUMMARY:
The Local Highway Authority would not wish to raise any objections in principle to the proposed realignment of the access road in accordance with the revised drawings and details, reiterating and recommending the following conditions are included in any planning permission: -

COMPLETION OF SHARED SURFACE ACCESS ROAD
() The block paved Shared Surface Access Road shall be paved in a contrasting colour to that of the standard flexible bitumen based (black-top) black/grey surfacing commonly used in road carriageways and shall be constructed and laid in accordance with current best practice guidance issued by 'Interpave' for the laying of Block Paved Road carriageways. No dwelling shall be occupied until that part of the service road which provides access to it has been constructed in accordance with the approved details.

Reason: To ensure that an appropriate and safe access is provided that clearly indicates a different shared surface environment where vehicles and pedestrians share the same common space within the street, in accordance with Policy DEV29 of the adopted Plymouth & Southwest Devon Joint Local Plan 2014 - 2034


PRESERVATION OF SIGHT LINES
() No structure, erection or other obstruction exceeding 600mm in height shall be placed, and no vegetation shall be allowed to grow above that height within the approved sight lines to the site access at any time.

Reason:
To preserve adequate visibility for drivers of vehicles at the road junction in the interests of public safety in accordance with Policy DEV29 of the adopted Plymouth & Southwest Devon Joint Local Plan 2014 - 2034.


PROVISION OF PARKING AREA
() Each parking space shown on the approved plans shall be constructed, drained, surfaced and made available for use before the unit of accommodation that it serves is first occupied and thereafter that space shall not be used for any purpose other than the parking of vehicles.

Reason:
To enable vehicles used by occupiers or visitors to be parked off the public highway to avoid damage to amenity and interference with the free flow of traffic on the highway in accordance with Policy DEV29 of the adopted Plymouth & Southwest Devon Joint Local Plan 2014 - 2034.


PROVISION OF ELECTRIC VEHICLE CHARGING POINTS
() To assist lower carbon emissions electric car charging points are required to be provided at a ratio of one charging point per dwelling in accordance with the details set out as a minimum requirement in par 8.39 & Table 33 of the Councils Supplementary Planning Document and in accordance with the national guidance available at on-line: - https://www.gov.uk/government/publications/electric-vehicle-homecharge-.

Reason
To assist in the lowering the carbon footprint of the development in accordance with Policy DEV29 of the adopted Plymouth & Southwest Devon Joint Local Plan 2014 - 2034. INFORMATIVE The new cul-de-sac Shared Surface Street is designed and intended as a private street to be maintained by a Management Company
