The proposals seek to construct a single storey rear extension, single storey side extension, rear dormer and side/rear balcony at the above-mentioned property.

The proposals would increase the number of bedrooms at the property from 2 to 3, however the associated parking demand would remain the same at 2x spaces.

The property as existing is benefitted with a hardstand and garage, though the internal dimensions of the garage (approx. 4.9m long and 2.65m wide) fall short of those required in order for it to positively contribute to the off-street parking provision at the property. However, the existing hardstand is large enough to accommodate off-street parking for 2x cars in a tandem arrangement.

The proposed side extension would bring the front elevation of the garage forward by approximately 2m, therefore reducing the length of the hardstand from 10m to 8m. Additionally, the new proposed garage would continue to fall short of the required internal dimensions to accommodate a parked car (6.5m long and 3.5m wide) and could therefore not be considered as suitable for off-street parking.

The minimum length required for a hardstand providing parking for 2x spaces in a tandem arrangement would be 9.6m. As such, the proposed reduction in length to the hardstand would result in the loss of 1x off-street parking space and could lead to unacceptable overspill parking on the adjacent public highway. For this reason, the LHA would be unable to support the development as proposed.

Whilst it is acknowledged that the neighbouring property has undertaken similar works with regard to enlarging the garage, there is no relevant planning history for the development and each scheme is considered on a case-by-case basis.

If the applicant were able to demonstrate that 2x, policy compliant, off-street parking spaces could be retained at the property then the LHA would be minded to withdraw the recommendation of refusal.

Reasons for Refusal:
Loss of Car Parking:
The proposal will result in the loss of the existing off street car parking area serving 14 Amados Close. The applicant has not demonstrated that these spaces are no longer required and the proposal could therefore lead to further vehicles parking on street, giving rise to conditions likely to cause: -

a) Damage to amenity;
b) Prejudice to public safety and convenience;
c) Interference with the free flow of traffic on the highway.

The proposals are therefore contrary to Policy DEV29 of the adopted Plymouth and South West Devon Joint Local Plan adopted March 2019.



The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
