PRE-APPLICATION COMMENTS (2):
Further to the previous comments from the Local Highway Authority (LHA) dated 22nd January 2025, and following the submission of amended details shown on the up-dated drawing titled and numbered 'Proving Layout SK01 REV D', the LHA would continue to have no objections in principle to proposed amendments to the outline consent granted under application 21/01038/OUT, and associated submission of reserved matters.
It is noted the latest drawing shows alterations to the footway that includes a commercial parking space with hardstanding that could be used to provide a pitch to accommodate a food truck. Otherwise, the previous highway related comments are reiterated: -
The proposed revised layout must provide a safe and accessible street arrangement using suitable surfacing materials, including having full width continuous footways along both sides of the street to meet current standards. Standards as set-out in Manual for Steets (1), the National Design Guide, and the National Model Design Code, (with both documents referred to in paragraph 115 of the NPPF (Dec 2024, and previously), and the Councils specification for the construction of estate roads contained in 'Highways in Residential and Commercial Estates'.
As the proposed development is for a sloping site, longitudinal gradients should not exceed 1: 10, with crossfalls not exceeding I:40. Pedestrian Dropped Crossing points would be required in the street at the junction of Coombe Way and the entrance to the private car park. The footway is shown inappropriately narrowed along the front of the Lay-by on the west side of the proposed new street. The Lay-by is shown as being for visitor or commercial vehicle parking, but as the commercial unit of the outline consent is proposed to be omitted, therefore the lay-by may not be needed. But either way a full width footway would be required along there.
As part of any amended application further details would be required including for, gradients, drainage, street lighting, surfacing materials, Electric Vehicle charging points, etc. Along with a Code of Practice for the management of construction traffic, and a Highway dilapidations survey covering the local street leading to the construction site.
Car and cycle parking provision should, as a starting point, be informed by the indicative car parking standards set out in Section 8, Table 30, of the Councils Supplementary Planning Document (SPD). Whilst best endeavours are encouraged to create a cycle and footway link to Adam Close (that notwithstanding its status as a private street it is open to public use), although I note there could be a potential ransom strip.
SUMMARY:
The Local Highway Authority (LHA) would not wish to raise any objections in principle
to this pre-application enquiry proposing a revised site layout with amendments to the outline consent granted under application 21/01038/OUT, subject to further satisfactory details being provided in accordance with current planning standards.
