Highway Authority Consultation Response to a Planning Application


APPLICATION NO: 24/01601/FUL

SITE: 201 TAVISTOCK ROAD, PLYMOUTH

DEVELOPMENT: Demolition of existing petrol filling station structures and redevelopment to provide car and van hire office including external hard and soft landscaping


Observations:

Following receipt of a pre-application enquiry (app no 23/00997/MOR) to which no in-principle highway objections were raised, the views of the LHA on this application are as follows:

Trip Generation
Although the current use of the site as a car wash doesn't generate a significant number of peak hours trips (general observations of the operation of the car wash would seem to suggest that it is busier during weekends), the extant use of the site is a petrol filling station (PFS) and it could revert back to this existing use at any time.

Whilst the majority of trips associated are likely to be pass-by trips, a PFS would still generate more trips than the proposed use (65 two-way trips in the am and 77 in the pm compared to 6 and 4 during the am and pm peak hours respectively). On this basis the proposed development would not give rise to any concerns in respect of traffic impacts/capacity.

Car Parking
No information/evidence has been provided to justify the level of car parking that has been proposed to serve the site (33 standard car parking spaces along with a further 4 spaces for use by vans). Whilst I appreciate that there is no specific parking standards for car hire establishments within the JLP SPD, it would be helpful to see how this number of spaces has been arrived at (particularly in view of there being no staff car parking on-site). Information on levels of car parking serving similar Enterprise sites would certainly be helpful.

Furthermore, I note that none of the spaces provided will allow for the charging of electric vehicles. I would expect to see some EV charging provision on-site (particularly as I'm sure some of the hire vehicles will be electric vehicles)?

Cycle Parking ' The provision of 10 secure and covered cycle parking spaces for use by staff is considered to be acceptable and would recommend that this is secured through condition.

Layout
It is noted that there is no requirement for car transporters to come onto site (as there is insufficient spaces on-site for the turning of such) and instead cars will be driven onto site from other Enterprise rental sites. Whilst such an arrangement is acceptable, what guarantees can be provided by the applicant to ensure this remains the case and car transporters do not simply stop on Tavistock Road to load and unload vehicles?

I would recommend that the T Pole Pylon sign at the exit from the site onto Tavistock Road is moved slightly back into the site from it's current position in order to ensure that it does not obstruct inter-visibility for vehicles emerging from the exit and the view of pedestrians/cyclists using the footway/cycleways which run alongside Tavistock Road.

Recommendation:

Subject to further information being provided in relation to car parking (as mentioned above), I will then be in a position to recommend in support of this application.
