PLYMOUTH CITY COUNCIL CONSULTEE COMMENTS FOR A PLANNING APPLICATION.

APPLICATION SUMMARY
PLANNING APPLICATION: 24/01602/MOR
ADDRESS: 82 - 84 Higher Compton Road, Plymouth PL3 5JD
DESCRIPTION: Pre-application to construct an additional storey over existing single storey building.

CASE OFFICER: Emily Godwin (Planning Officer)
Development Management, PCC Strategic Planning & Infrastructure, Floor 2 Ballard House PL1 3BJ

CONSULTEE: Gary Lester (Transport Officer)
PCC Strategic Planning & Infrastructure, Transport Planning Team, Floor 2 Ballard House PL1 3BJ

Date: 29th January 2025

PRE-APPLICATION COMMENTS:
The Local Highway Authority (LHA) would not wish to raise any objections in principle to this pre-application enquiry to increase the size of the building by the construction of an additional storey, above the existing single storey building. Which, referring to the details, would approximately double the size of the floor area, to give an expected increase in size from the existing 246 sqm, up to 499 sqm.

The application site is currently occupied and in use as a children's day nursery with space for drop-off/pick-up and parking, with the use apparently intended to continue following the construction of the proposed addition storey. The nursery would be likely to have various mechanisms in place for safeguarding and to manage comings and goings, which should include a Travel Plan.

As part of any future planning consent the LHA would seek a number of planning conditions including: A Travel Plan - Car parking, to ensure the existing car parking, pick-up & drop-off, facilities would continue to be available and used for that intended purpose only - A construction code of practice to help support and mitigate the impacts of any construction and building operations - And a Highway Dilapidations Survey.
