With regard to the additional details submitted for the discharge of the highway-related conditions, I would wish to respond as follows:

Condition 6 (Cycle Provision)
The applicant has provided some images of an out-building indicating where cycles could be secured. However, the images don't show where or how bikes would be secured inside and whether or not it even has a door. On the basis of the very limited details submitted, I am unable to recommend the discharge of this condition.

Condition 7 (Management Plan)
The updated document now makes reference to providing staff with a guaranteed lift home if required. On this basis I am now content that this condition can now be discharged.

Landscaping), 6 (Cycle Provision), 7 (Management Plan), 8 (Noise) & 9 (Biodiversity Net Gain) of application 24/00256/FUL


Observations:

In respect of the details submitted for the discharge of the highway-related conditions, I would wish to respond as follows:

Condition 6 (Cycle Provision)
On the basis of the lack of information that has been submitted, I am currently unable to recommend to the discharge of this condition. Whilst reference is made to the location of a store/cycle shed, no details of the structure itself has been provided in order to demonstrate that secure and covered cycle parking provision will be provided.

The applicant is therefore required to provide further information clearly showing that a secure and covered facility can be provided for a total of 9 cycles.

Condition 7 (Management Plan)
As part of the determination of the original application, the applicant made reference to sustainable transport measures that would be implemented in relation to staff movements in order to reduce the on-site impacts of staff parking (guaranteed taxi home etc). This was outlined and agreed in an email exchange with Chloe Pitt of Laurence Associates on the 15th May 2024. This requirement is specifically referred to in my highway consultation response dated 21st May 2024 and there was an expectation that this would be included within the Site Management Plan. However, the current version of the Management Plan includes no reference to such and therefore I am currently unable to recommend the discharge of this condition.
