The proposals seek to change the use of the first floor restaurant kitchen (Class E) to a 1-bed flat (Class C3) at the above-mentioned property. The Local Highway Authority (LHA) would not wish to raise any in-principle objections to the proposed development.There is no proposed off-street parking to serve the proposed development, however the site is located within The Barbican which is considered a highly sustainable location and is situated a short distance from the City Centre which boasts good links to the rest of the city via public transport. Additionally, the property is also located within a Controlled Parking Zone (CPZ) which is in full time operation (24hrs a day, Monday to Sunday). The property will be excluded from obtaining permits and visitor tickets for use within this CPZ and I would refer the applicant to the Parking Exclusion letter accompanying this response which confirms this. Due to these reasons, a car free development would be acceptable in this instance.
Secure and covered cycle storage will be required in accordance with the levels (1x space per bedroom) and standards as detailed within section 8 of the SPD.

CYCLE PROVISION
The dwelling shall not be occupied until space has been laid out within the site in accordance with details previously submitted to and approved in writing by the Local Planning Authority for a minimum of 1 bicycles to be securely parked. The secure area for storing bicycles shown on the approved plan shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.
Reason:
In order to promote cycling as an alternative to the use of private cars in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
INFORMATIVE: RESIDENT PARKING PERMIT SCHEME
The applicant should be made aware that the property lies within a resident parking scheme therefore in accordance with Council policy the development will be excluded from obtaining permits and purchasing visitor tickets for use within the scheme.
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
