This pre-application enquiry seeks advice on the proposed extension of the salon at the above-mentioned site.Very limited details have been submitted as part of the application, though it is understood that the proposed extension would increase the floorspace by 18sqm.
The salon is located within Gifford Place which is situated within walking distance of Mutley Plain district centre that boasts good public transport connections to the rest of the city. This is evidenced when assessing the site¿s Accessibility by Public Transport rating (paragraph 8.19 of the SPD) where it scores between 70-79%.
It is understood that the salon as existing is solely reliant on on-street parking and therefore the associated impacts will have been previously established on the local network. When considering the additional parking demand generated via the proposed extension, the indicative parking standards within the SPD inform that 1x additional space could be required (1 space per 28sqm gross floorspace).
However, when considering the accessible location of the site as well as the location within a predominantly residential street where peak times for parking demand would occur outside the likely hours of opening for the salon, the increase in demand by 1x space could be considered negligible and a recommendation of refusal on this basis would be unlikely to be sustained at appeal.
Therefore, on balance, the LHA would not wish to raise any in-principal objections to the proposed development.
It should be noted by the applicant that the property is located within a Controlled Parking Zone (CPZ) which operates between 8am-10am, Monday to Saturday and the property would be ineligible to apply for permits due to it operating as a business.
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
