This planning application seeks outline consent with all matters reserved for the erection of a 3-bed, self-build dwelling. As all matters are reserved for future consideration, including access, the application only relates to the principle of residential development to which the Highway Authority would not raise any objections.Whilst it is appreciated that all matters are reserved at this time, the LHA would also wish to make the following comments on the illustrative details submitted as part of this application:
The submitted Block Plan indicates parking to the front of the property and a garage to the rear, accessed from Larkham Close.
Whilst details are limited at this stage, it is clear that an extension to the existing vehicle crossing and dropped kerb on St Marys Road would need to be provided to allow a shared crossing between the new proposed dwelling and donor property so as to prevent unauthorised override of the public footway.
Consultation with Network Management has confirmed that such an extension would not be approved due to the close proximity of the junction with Larkham Close. As included within paragraph 13.89 of the SPD, if a crossing is within 10m of a junction then an application for a dropped kerb is likely to be refused. In addition, the maximum width for a shared crossing is 5.6m and it would appear that a shared crossing in excess of this width would be necessary to allow sufficient access to the new proposed hardstand. As such, the LHA would object to the provision of any parking to the front of the new proposed dwelling and any additional vehicular access from St Marys Road due to the risk of conflict at the junction with Larkham Close.
However, Network Management have confirmed that an extension to the vehicle crossing and dropped kerb currently serving 1 Larkham Close would be permissible so as to provide a shared crossing to allow access to a parking area at the rear. Whilst the indicative plans show a garage in this location currently, due to the issues with vehicular access to the front of the new dwelling, it is considered more appropriate for the off-street parking provision required for the development (2x spaces) to be provided in the form of an open hardstand here instead.
The above comments relating to access and parking provision should be taken into account as part of any reserved matters submission.
Secure, covered cycle storage and EV charging provision will be required in accordance with the levels and standards as detailed within section 8 of the SPD. In addition, sufficient levels of visibility will need to be demonstrated at any new vehicular access point proposed as part of the development.

MINIMUM CAR PARKING PROVISION
The building shall not be occupied until space has been laid out within the site in accordance with details previously submitted to and approved in writing by the Local Planning Authority for a minimum of 2 cars to be parked.
Reason:
To enable vehicles used by occupiers or visitors to be parked off the public highway so as to avoid damage to amenity and interference with the free flow of traffic on the highway in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
SURFACING OF DRIVEWAY/PARKING AREAS
Before the development hereby permitted is occupied, the driveway and parking area shall either be (a) constructed using a permeable construction or (b) hard paved for a distance of not less than 1m from the edge of the public highway and drained to a private soakaway; and shall thereafter be maintained to ensure satisfactory access to the adjoining highway, in accordance with details to be submitted to and approved in writing by the Local Planning Authority.
Reason:
To ensure that no private surface water or loose material is deposited onto the adjoining highway in the interests of highway safety in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
PROVISION OF SIGHT LINES
No development shall take place until details of the sight lines to be provided at the junction between the means of access and the highway have been submitted to and approved in writing by the Local Planning Authority. The approved sight lines shall be provided before the dwelling is first brought into use.
Reason:
To provide adequate visibility for drivers of vehicles at the road junction in the interests of public safety in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
CYCLE PROVISION
The dwelling shall not be occupied until space has been laid out within the site in accordance with details previously submitted to and approved in writing by the Local Planning Authority for a minimum of 3 bicycles to be securely parked. The secure area for storing bicycles shown on the approved plan shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.
Reason:
In order to promote cycling as an alternative to the use of private cars in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
ELECTRICAL VEHICLE CHARGING PROVISION
The dwelling shall not be occupied until space has been laid out within the site in accordance with details to be submitted to and approved in writing by the Local Planning Authority for the provision of 1 standard electrical vehicle dedicated charging point. The electrical vehicle charging point shown on the approved plan shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.
Reason:
In order to promote sustainable modes of transport in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
INFORMATIVE: PUBLIC HIGHWAY APPROVAL
This planning permission does not authorise the applicant to carry out works within the publicly maintained highway. The applicant should contact Plymouth Highways for the necessary approval. Precise details of all works within the public highway must be agreed with the Highway Authority and an appropriate Permit must be obtained before works commence.
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
