The proposals seek to change the use of the ground floor workshop to residential use so as to provide a two-storey, 3-bed dwelling at the above-mentioned property. The Local Highway Authority (LHA) would not wish to raise any in-principle objections to the proposed development.

The site received planning permission in 2014 to allow the conversion of the first floor to a 2-bed flat, served with 1x off-street parking space. In response to the application, the LHA raised no in-principle objections.

The proposed development would see the ground floor brought into residential use and then incorporated with the existing flat on the first floor to provide a single, two-storey dwelling. The property would continue to be served with the same single off-street parking space as previously accepted under the 2014 application.

Whilst the proposals would lead to a shortfall in off-street parking by 1x space, it is noted that the existing workshop use would have given rise to its own vehicle attraction and parking demand, with the effects of such being established on the local network. Therefore, it is not considered that the proposed change of use to a single dwelling would give rise to an increase in parking demand over and above that previously established by the former workshop/residential use.

In addition, it is highly unlikely that a recommendation of refusal based on the lack of 1x off-street parking space could be sustained if challenged at appeal.

For these reasons, the LHA would not wish to raise any in-principle objections to the proposed development.

Secure and covered cycle storage to accommodate 3x bicycles and 1x standard EV charging point will be required in accordance with section 8 of the SPD. Such provision should be secured via planning condition.

Planning conditions:
CYCLE PROVISION
The dwelling shall not be occupied until space has been laid out within the site in accordance with details previously submitted to and approved in writing by the Local Planning Authority for a minimum of 3 bicycles to be securely parked. The secure area for storing bicycles shown on the approved plan shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.

Reason:
In order to promote cycling as an alternative to the use of private cars in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.

ELECTRICAL VEHICLE CHARGING PROVISION
The dwelling shall not be occupied until space has been laid out within the site in accordance with details to be submitted to and approved in writing by the Local Planning Authority for the provision of 1 standard electrical vehicle dedicated charging point. The electrical vehicle charging point shown on the approved plan shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.

Reason:
In order to promote sustainable modes of transport in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.



The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
