PLYMOUTH CITY COUNCIL CONSULTEE COMMENTS FOR A PLANNING APPLICATION.APPLICATION SUMMARY
PLANNING APPLICATION: 25/00158/FUL.
ADDRESS: Land Adjacent to 'Holtwood', Plymbridge Road, Plymouth PL6 7LF.

COMMENTS:
The Local Highway Authority would not wish to raise any objections in principle to the proposed development of the site with four in number new dwellings, including garages and driveway car parking, as shown in the application details.
The application site is located off Plymbridge Road between the areas of Glenholt, and Estover, where the principle of development has been established. The site has an existing vehicle entrance/exit with the proposed four new dwellings to be served by the private driveway.
As mentioned in the Design & Access Statement, following previous proposals a redundant access point serving 'Holtwood' was closed, but the redundant vehicle footway crossing was left in place, which remains to be reinstated to a full height kerb by way of a suitable planning condition; to which the applicant apparently has no objection.
Both vehicle and pedestrian access to the site, forward visibility when entering and leaving, cycle storage/parking, refuse bin provisions and storage, and car parking, as described and shown in the application details and drawings, including the 'Proposed Site Plan' and the 'General Arrangement' drawings, are all considered satisfactory.
SUMMARY:
The Local Highway Authority would not wish to raise any objections in principle to the proposed development of the site with four in number new dwellings in accordance with the approved application details and drawings. Recommending the following planning conditions be included in any planning consent: -
CODE OF PRACTICE DURING CONSTRUCTION
() Prior to the commencement of the development hereby approved, a detailed management plan for the construction phase of the development shall be submitted to and approved in writing by the Local Planning Authority. The development shall be constructed in accordance with the management plan.
Reason:
To protect the residential and general amenity of the area from any harmfully polluting effects during construction works and avoid conflict with Policy DEV29 of the emerging Plymouth & Southwest Devon Joint Local Plan 2014 - 2034.
PRESERVATION OF SIGHT LINES
() No structure, erection or other obstruction exceeding 600mm in height shall be placed, and no vegetation shall be allowed to grow above that height, within the approved sight lines to the site access/egress on Plymbridge Road at any time.
Reason:
To preserve adequate visibility for drivers of vehicles at the road junction in the interests of public safety in accordance with Policy DEV29 of the adopted Plymouth & Southwest Devon Joint Local Plan 2014 - 2034.
DRIVEWAY GRADIENT
() The driveway to the dwelling(s) hereby permitted shall not be steeper than 1 in 10 at any point.
Reason:
To ensure that safe and usable off street parking facilities are provided in accordance with Policy DEV29 of the adopted Plymouth & Southwest Devon Joint Local Plan 2014 - 2034.
SERVICE ROAD/DRIVEWAY (amended)
() No dwelling shall be occupied until that part of the service road/driveway which provides access to it has been constructed in accordance with the approved plans.
Reason:
To ensure that an appropriate and safe access is provided in accordance with Policy DEV29 of the adopted Plymouth & Southwest Devon Joint Local Plan 2014 - 2034.
PROVISION OF ELECTRIC VEHICLE CHARGING POINTS (amended)
() Prior to occupation of the dwellings one in number electric car charging point shall be provided at each of the four new dwellings in accordance with the details set out as a minimum requirement in par 8.39 & Table 33 of the Councils Supplementary Planning Document (SPD). Reason
To assist in the lowering the carbon footprint of the development in accordance with Policy DEV29 of the adopted Plymouth & Southwest Devon Joint Local Plan 2014 - 2034.
PROVISION OF CAR PARKING (amended)
() Each car parking space shown on the approved plans including within the garages shall be constructed, drained, surfaced and made available for use before the unit of accommodation that it serves is first occupied and thereafter that space shall not be used for any purpose other than the parking of vehicles.
Reason:
To enable vehicles used by occupiers or visitors to be parked off the public highway so as to avoid damage to amenity and interference with the free flow of traffic on the highway in accordance with Policy DEV29 of the adopted Plymouth & Southwest Devon Joint Local Plan 2014 - 2034.
CYCLE PROVISION
() No dwelling shall be occupied until space has been laid out within the site in accordance with the approved plans for bicycles to be securely parked/stored. The secure area for storing bicycles shown on the approved plan shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.
Reason:
In order to promote cycling as an alternative to the use of private cars in accordance with Policy DEV29 of the adopted Plymouth & Southwest Devon Joint Local Plan 2014 - 2034.
INFORMATIVE: REINSTATEMENT OF FOOTWAY (AMENDED)
() No dwelling shall be occupied until the existing redundant footway crossing (the previous access to 'Holtwood', since closed, and to the west of the proposed point of access) has been removed and the footway reinstated to full kerb height.
Reason: In the interests of public safety convenience and amenity in accordance with Policy DEV29 of the Plymouth and South West Devon Joint Local Plan, Adopted March 2019
INFORMATIVE: PUBLIC HIGHWAY APPROVAL (for footway reinstatement)
() This planning permission does not authorise the applicant to conduct works within the publicly maintained highway for the associated reinstatement of redundant vehicle footway crossing. The applicant should contact Plymouth Highways for the necessary approval. Precise details of all works within the public highway must be agreed with the Highway Authority and an appropriate Permit must be obtained before works commence.
