Thank you for consulting Historic Environment about the above planning application. BP53 is not identified by Historic England as a listed building, nor is it located within a conservation area, as such there is no specific heritage protection for this building.That being said it appears historic, built in a similar form to the the grade II listed BP57 building immediately to the west, and located within RNAD Bull Point. Historic England identify the building as a mine and countermine store built in 1897, as such is it a later addition to one of the finest ensembles of historic ordnance buildings in any of the historic Ordnance Yards in the country, the wider Bull Point site site is a remarkable example of integrated factory planning of the 19th century reflected in the seventeen listed structures and scheduled ancient monument designation for the north west of the site.
The information about the existing rainwater goods is limited, if they are original 19th century cast hopper, gutters and downpipes we would question why they are not identified for repair rather than replacement. The external stair and handrail is very unfortunate, it is not clear why it is required and it will result in a degree of visual harm to the site. That being said the industrial nature of Bull Point mean that the harm is limited. We recommend you seek clear justification for why the stair and handrail installation is required proper to determining the case.
