Economic Development is keen to avoid the site being used as a car park indefinitely, but understand that the temporary use of the site as a car park will help to facilitate the wider development of the Sutton Harbour area. As such we would be supportive of the temporary change of use provided that there is some acknowledgement that by allowing this change of use we expect to see the wider development come forward in a timely manner.

As such, we would not necessarily be supportive of future extensions to the timeframe of the change of use, understanding that delays in construction can and do happen, as this should only be a temporary solution. As part of the wider master planning for the area, parking for residents and users of the commercial space should be considered more fully with a sustainable long term solution identified.

Highway Authority Consultation Response to a Planning Application


APPLICATION NO: 25/00419/FUL

SITE: FORMER SAWMILL AND TIMBER YARD, SUTTON ROAD, PLYMOUTH

DEVELOPMENT: Temporary use of the site for car parking and associated works, including demolition of existing buildings and areas of hardstanding, alterations to the access, surfacing works and lighting


Observations:

Having been consulted upon a pre-application enquiry submitted for this proposal (to which no highway objections were raised), I would not wish to raise any concerns from a LHA perspective in respect of this application.

It is noted that the proposed temporary car park will lead to a slight uplift in traffic movements into and out of the site when comparing the existing industrial/commercial use of the site as a sawmill to the temporary car park now proposed. However there won't be any overall increase in vehicular trips on the local highway network as many of the spaces being provided within the 40 space temporary car park are existing spaces which are being relocated from an existing temporary car park on the Sugar Quay Site on the opposite side of Sutton Road to the application site.

It is noted that the relocation of these 28 existing spaces on the Sugar Quay Site will now allow the redevelopment of this site to come forward. On the basis that these 28 spaces are allocated to an existing business in North Quay House (Foot Anstey), there is unlikely to be the turnover of use of spaces that you may see in more traditional temporary car parks (most of the spaces likely to be used for all-day commuter parking).

It is not clear if any EV charging provision is proposed within the car park? Whilst I appreciate that this is a temporary facility, I would recommend that some consideration be given to the provision of some EV charging spaces. I would suggest that 3 or 4 spaces would suffice.

It is noted that a gravel surface is proposed within some areas of the car park. It is not clear how individual spaces will be demarcated with an unbound surface? I would therefore recommend that a condition be attached relating to the works within the car park.

Whilst there are no objections to this application, I would recommend that the conditions listed below be attached to any grant of consent. I would also add that a further condition be added which relates to the removal of the temporary area of car parking upon the Sugar Quay site upon opening of this temporary car park.

Recommendation:

The Highway Authority recommends that the following conditions should be incorporated into any grant of planning permission:-

TN20 PROVISION OF PARKING AREA
Each parking space shown on the approved plans shall be constructed, drained, surfaced, marked-out and made available for use and thereafter that space shall not be used for any purpose other than the parking of vehicles.

Reason:
To enable vehicles used by users of the car park to be parked off the public highway so as to avoid damage to amenity and interference with the free flow of traffic on the highway in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.

PROVISION OF ELECTRIC VEHICLE CHARGING POINTS
To assist lower carbon emissions electric car charging points are required to be provided in accordance with the details set-out as in the Councils Supplementary Planning Document (SPD) and contained in the GOV.UK document, Residential Charge Points - Minimum Technical Specifications. Further details of which to be submitted for approval in writing by the Local Planning Authority.

Reason
To assist in the lowering the carbon footprint of the development in accordance with Policy DEV29 of the adopted Plymouth & Southwest Devon Joint Local Plan 2019.

CONSTRUCTION TRAFFIC MANAGEMENT PLAN
The development works hereby proposed shall not commence until there has been submitted to and approved in writing by the Local Planning Authority a Construction Traffic Management Plan (CTMP). The said CTMP shall be submitted prior to the commencement of the development works and shall include details relating to the detailed programme of works, details of construction vehicle movements including number, type and size of vehicles; construction operation hours; routes being used by construction vehicles and contractors parking arrangements. The development works hereby proposed shall be carried out strictly in accordance with the approved CTMP.

Reason:
To ensure that the traffic impacts associated with the construction phase of the development work does not lead to adverse impacts upon the operation of the Local Road Network in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.

CLOSURE OF EXISTING SUGAR QUAY CAR PARK
Upon the commencement of the use of the site for temporary car parking, the use of the area of car parking currently provided on the Sugar Quay Site will cease to continue.

Reason:
In the opinion of the Local Planning Authority the level of car parking provision needs to be controlled in order to ensure that there is no over-provision of parking in the Sutton Harbour area which would impact upon the promotion of the use of more sustainable travel choices as an alternative to the private car in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.


IN14 INFORMATIVE: PUBLIC HIGHWAY APPROVAL
This planning permission does not authorise the applicant to carry out works within the publicly maintained highway. The applicant should contact Plymouth Highways for the necessary approval. Precise details of all works within the public highway must be agreed with the Highway Authority and an appropriate Permit must be obtained before works commence.
