The proposals seek to construct a hardstand and associated works to the frontage of the above-mentioned property. The Local Highway Authority (LHA) would not wish to raise any in-principle objections to the proposed development.The proposed hardstand is large enough to accommodate off-street parking for 2x cars and the Proposed Plans detail the provision of suitable drainage and drainage connections to ensure that no private surface water is deposited onto the adjacent public highway.
It is necessary to provide sufficient levels of inter-visibility at the site access to safeguard both vehicular and pedestrian movements in the interests of highway safety. Therefore, a 2mx2m, 45- degree splay should be provided.
In order to provide the required levels of inter-visibility, the boundary treatment along the western boundary of the hardstand should be reduced in height to no more than 900mm for at least 2m measured from the back of the footway. A Provision of Sight Lines condition should be attached to any grant of consent which requires the submission of details relating to the provision of the visibility splay, prior to the commencement of works on site.
Separate consent from Network Management will be required to facilitate the vehicle crossing and associated dropped kerb. Network Management have advised that an application for a dropped kerb would be refused unless a 6m distance between the new proposed crossing and the neighbouring crossing at 176 is provided.
In conclusion, the LHA would not wish to raise any in-principle objections to the proposed development subject to the submission of satisfactory details relating to the levels of inter-visibility at the site access. However, the applicant should be made aware that Network Management are unlikely to approve an application for a vehicle crossing and dropped kerb in this location.

PROVISION OF SIGHT LINES
No development shall take place until details of the sight lines to be provided at the junction between the means of access and the highway have been submitted to and approved in writing by the Local Planning Authority. The approved sight lines shall be provided before the hardstand is first brought into use.
Reason:
To provide adequate visibility for drivers of vehicles at the road junction in the interests of public safety in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
CAR PARKING PROVISION
The hardstand shall not be brought into use until the car parking area shown on the approved plans has been drained and surfaced in accordance with the approved details, and that area shall not thereafter be used for any purpose other than the parking of vehicles.
Reason:
To enable vehicles used by occupiers or visitors to be parked off the public highway so as to avoid damage to amenity and interference with the free flow of traffic on the highway in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
INFORMATIVE: KERB LOWERING
Before the access hereby approved is first brought into use it will be necessary to secure dropped kerbs and footway crossings with the consent of the Local Highway Authority. The applicant should contact Plymouth Highways for the necessary approval. Precise details of all works within the public highway must be agreed with the Highway Authority. Plymouth Highways have advised that an application for a dropped kerb would not be approved unless there is a 6m distance between the proposed crossing and the neighbouring crossing at 176 Holmwood Avenue.
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
