Subject to any other planning or legal constraints, the Housing Delivery Team would be supportive of an application for housing at this location. The proposed number of dwellings (6) is below the threshold for affordable housing however the following two JLP policies would apply:Meeting local housing need in the Plan Area Policy DEV9(4.2) requires at least 20% of dwellings on developments over 5 units to meet national standards for accessibility and adaptability (Category M4(2) of Building Regulations).
Housing Quality
Policy DEV10(5) requires all dwellings to comply with the Nationally Described Space Standards.
Waste Residential

Upon review of the proposed development, I can confirm that I foresee no significant issues from a waste collection perspective, provided the following considerations are addressed:Private Road Access
The road serving this development I believe will be classed as private, meaning it is not adopted or maintained by the local authority under the Highways Act 1980. As such, waste collection vehicles are not automatically permitted to enter without prior agreement.
Under Section 46 of the Environmental Protection Act 1990, the responsibility for presenting waste containers for collection remains with the property owner or occupier. Therefore, residents must ensure waste containers are presented at the kerbside of the nearest adopted highway or other designated collection point.
Access Agreements and Liability
While the council may, under agreement, access private roads for waste collection, this is subject to specific conditions:
The council cannot be held responsible for any damage to road surfaces, infrastructure, or property resulting from standard collection operations. This includes wear and tear, vehicle weight impact, and turning manoeuvres.
The road must be suitably constructed and maintained to withstand the weight and size of a 26-tonne refuse collection vehicle (RCV), including sufficient width, turning space, and overhead clearance.
Clear and safe access must be provided at all times, free from obstructions such as parked vehicles or overgrown vegetation.
