The proposals seek to construct a rear detached annexe to accommodate an elderly relative at the above-mentioned property. The Local Highway Authority (LHA) would not wish to raise any in-principle objections to the proposed development.

As there are no proposed changes to the level of parking available at the property, which is served with a long hardstand able to accommodate off-street parking for at least 3x vehicles in a tandem arrangement, the Local Highway Authority (LHA) would not wish to raise any in-principle objections to the proposed development.

A condition should be applied to any grant of consent which restricts the annexe as an ancillary use to the main dwelling only to prevent any future conversion to an independent dwelling which would give rise to additional transport impacts.

Planning conditions:
RESIDENTIAL ANNEXE:
The development hereby permitted shall not be occupied at any time other than for purposes ancillary to the residential use of the dwelling known as 14 Rothbury Close.

Reason:
Due to the close relationship between the proposed annexe and the existing dwelling and shared access and amenity areas, the accommodation is considered unsuitable for independent occupation in accordance with Policy DEV29 of the adopted Plymouth &
South West Devon Joint Local Plan 2014-2034 and Section 9 of the National Planning Policy Framework.




The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
