I refer the to request for further comment on the above-mentioned planning application following the receipt of additional information.The LHA were previously unable to support the application until such a time that an updated Parking Strategy had been provided which demonstrated that the displacement of parking within the hospital campus would not result in a net reduction to the levels of parking available. Further information over the relocation of accessible parking spaces from Car Park F and the re-provision of motorcycle parking during Phase 1 of the development was also requested.
The applicant has provided a drawing which details the conversion of 22x standard parking spaces within Car Park A to provide the 15 accessible spaces lost as part of the development. In addition, the applicant has stated that the 22x standard spaces will be re-provided within a parking area located to the east of the access road which serves Rowan House.
The parking area was formerly a pay & display car park for members of staff/the public as can be seen on Google Street View from May 2022. A recent site visit informed that the top section of the car park is now used for contractor parking and the bottom section retained as pay & display parking for on-call staff.
The applicant states that the 22x spaces will be made available once the top section of the car park has been vacated by the contractors and that the parking area will be unmarked and therefore, a drawing to demonstrate the provision of these 22x spaces is not deemed necessary.
Whilst the car park was not included within the Interim Parking Strategy previously submitted for the hospital site, it is clear that it positively contributed to the parking supply at the hospital.
Furthermore, no details have been provided to inform on when the top section of the car park will be vacated by contractors, therefore there are no assurances that the displaced public car parking will be made available at the time that it is removed from Car Park A. If the southern section of the car park was to be changed to public pay & display parking, then further details over the displacement of the staff parking spaces currently occupying the space would need to be provided.
As such, the LHA would continue to require an updated Parking Strategy that covers the entirety of the hospital campus and demonstrates that the displacement of parking as a result of proposed development does not result in a net reduction to the levels of parking available within the hospital campus.
The Parking Strategy will need to include the car park to the east of the access road serving Rowan House and a drawing would need to be provided to evidence the number of parking spaces available. In addition, the LHA would require the car park to be formalised by way of lining to ensure that the parking area is fully utilised and to ensure the maximum number of spaces can be retained at all times.
Furthermore, no additional information has been provided with regard to the temporary re-provision of the motorcycle parking lost during Phase 1 of the works.
Therefore, the LHA would continue to be unable to support the proposed development until an updated Parking Strategy and details over the re-provision of motorcycle parking have been provided.
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.

The proposals seek to relocate MRI and CT scanning equipment from Car Park B to Car Park F at Derriford Hospital in order to provide a compound associated with the redevelopment of the Emergency Department.There are two phases to consider as part of the application. Phase 1 results in the removal of 15x accessible parking spaces and Phase 2 will see 3x accessible parking spaces re-provided following the removal of the CT scanning equipment. However, there would continue to be a loss of 12x accessible parking spaces.
Paragraph 3.3 of the of the submitted Transport Statement (TS) states that there are 63x accessible parking spaces and 4x drop-off spaces as existing within Car Park F. The TS then goes on to state within paragraph 5.7 that following the approval of application 24/01655/FUL, the number of spaces within Car Park F has changed with the addition of 4x drop-off spaces. Reference is then made to one of the approved drawings associated with that planning application in Figure 5-3.
However, this information is incorrect. The approved drawing from which the extract within Figure 5-3 has been taken (drawing reference Enabling Works 60735032-ACM-XXX-XX-DR-CE-000001 Rev P04) shows that 2x accessible parking spaces will be converted to allow the provision of 3x standard drop-off spaces. An additional 3x drop-off spaces are then provided adjacent to these spaces to provide a total of 6x drop-off spaces which were required to mitigate the impacts of the changes approved under application 24/01655/FUL.
Therefore, the details included within Table 5-1 which set out the changes in number of spaces are also incorrect. As existing, there are 61x accessible spaces and 6x drop-off spaces within Car Park F. The number of accessible spaces will then reduce to 46 during Phase 1 and 49 during Phase 2.
The TS informs that the Trust will re-provide disabled spaces elsewhere within the hospital site, however no specific details have been provided to evidence how this can be suitably achieved. In addition, the motorcycle parking which was relocated to Car Park F under application 24/01655/FUL will be removed during Phase 1, yet no details over the re-provision of motorcycle parking during this 12-month period have been provided.
A number of accessible parking spaces were removed as part of a separate application to erect a modular facility on the former Maternity Ward car park and the LHA are aware that the associated condition which required details relating to the re-provision of these spaces has not yet been discharged.
Therefore, the LHA would seek for an overall Parking Strategy that covers the entirety of the hospital campus to be provided which evidences the re-provision of the accessible parking spaces lost as part of this application. The Parking Strategy should clearly demonstrate that the relocation of the accessible parking spaces does not result in a net decrease to the levels of parking currently available within the hospital campus.
Further information over the re-provision of motorcycle parking during Phase 1 of the development will also need to be provided.
Until such a time that these details have been submitted, the LHA are unable to recommend in support of the application.

HRA: The above project was considered in light of the assessment regulations of Regulation 63(1) of the Habitat Regulations 2017 by the above officer of Plymouth City Council.
Having considered the nature, scale, timing, duration and location of the project, it was concluded that it be eliminated from further assessment because it cannot have a conceivable effect on a European site. The reason for this conclusion is that the project will not in itself impact, or the development is too far from the European site, and will not result in any pressures on the European sites.
