Thank you for consulting Historic Environment about the above listed building consent application. The proposal is for the erection of a scaffold to facilitate works consented in applications 24/01075/LBC and 25/00015/FUL.Historic Environment have no objections to the scaffolding design presented within the application, the need for mechanical fixings into the wall is unfortunate however we accept that the scaffold is needed to implement the roof replacement previously consented. If possible fixings should be made into mortar joints to prevent scarring of the stonework. On competition all fixings must be removed and holes made good to reduce the level of visual scarring to the facades.
The scaffolding will result in temporary 'less than substantial' harm to the listed building whilst erected and a low level of permanent 'less than substantial harm' resulting from the use of mechanical fixings to secure the scaffold. The works will enable the planned and consented re-roofing to proceed and as such are considered to be in the public benefit, improving the thermal performance of the roof to improve energy usage and the internal spaces for use as workshops. The development is considered compliant with DEV21 of the Joint Local Plan, NPPF Chapter 16 and The Planning (Listed Buildings and Conservation Areas) Act 1990.
