Thank you for consulting Historic Environment about the above application for planning permission to extend an ancillary building at Hillside, Courtfield Road.The building is unlisted but located within the Mannamead Conservation Area (adopted 1977). The Heritage Assessment within the "HERITAGE, Design & Access Statement rev A", is poor only giving a brief description of the built form. The ancillary outbuilding appears to be a former carriage house that is contemporary to the main dwelling, mapping shows the building was constructed between 1840 and 1880 as Manamead was developed into a wealthy suburban settlement within Plymouth.
Historic Environment have no in-principle objection to the proposed development, as an unlisted building within a conservation area our primary concern is the impact of the development on the historic streetscape. The location is very discreet, the ancillary building is not visible from the public highway, as such the development will have negligible to no impact on the significance of the conservation area.
As such the development is considered compliant with DEV21 of The Plymouth and Southwest Devon Joint Local Plan, NPPF guidance (DEC 2024) and The Planning (Listed Buildings and Conservation Areas) Act 1990.
