Further to my highway consultation response requiring a dropped kerb access to the cycle store from the car park, the applicant is now suggesting that cyclists would be expected to dismount and walk along the footway to access the cycle store.

To suggest that cyclists would dismount and use the footway along the frontage of the building rather than cycle through the car park is nonsensical as they will take the quickest, most direct route to the cycle store. Therefore, I would maintain the view that the dropped kerb access is provided from the car park. If such an alteration is such supported then the existing footway along the frontage of the hospital building should be widened to a minimum width of 3m to allow for a dual-use.

Until either of these changes has been implemented, I am unable to recommend in support of this application.

From a LHA viewpoint I would not wish to raise any objections to the revised location of the cycle store which is intended to serve the new Fracture Clinic.

However, many cyclists are likely to arrive at the cycle store by taking a route through the parking area at the front of the building. Therefore it is recommended that a dropped kerb access (and short section of footway) be provided so that the cycle store can be accessed from this location.

Subject to such an amendment being addressed, I would not wish to raise any further comments in relation to this application.
