APPLICATION SUMMARY

COMMENTS:
The Local Highway Authority (LHA) would not wish to raise any objections in principle to the proposed expansion of permitted Sui Generis use into the adjacent industrial unit (Unit 2). That includes provision of the research and development operations that occurs within Unit 1, along with partial reconfiguration of four emissions stacks.

The proposed use is an expansion of the existing use and operations that were consent under planning application number 24/00894/FUL. To recycle end-of-life lithium-ion EV batteries and recover the critical minerals, for the intended re-use in the production of new EV batteries.

The application details consider the associated transport and highway impacts that are set out in the DAS. With the details informing (inter-alia) that - there would be no significant changes to the site access arrangements and parking layout - or increase in associated vehicle movements - the operator encourages the use of car sharing and public transport - has provided cycle parking - installed three EV charging points in the car park - and EV pool car is used to help reduce carbon emissions.

SUMMARY:
The Local Highway Authority (LHA) would not wish to raise any objections recommending the confirmed access arrangements, parking and servicing, layout should remain unchanged, and as consented under the associated application number 24/00894/FUL and shown on the approved Block Plan drawing number BM12840-005 REV A of that application, which shows the shared forecourt/service yard layout for both units. Secured by way of the following recommended condition: -

Car and Lorry Parking
()The existing car and lorry parking layout at Units 1 and 2 is to be maintained and kept available for parking use at both Units jointly as per the extant layout (shown on a previously associated drawing titled and numbered- Block Plan - BM12840-005 REV A) providing 21 in total car parking spaces including 2 disability spaces along with space allocated for lorry parking as shown; and thereafter that space shall not be used for any purpose other than the parking of those vehicles.

Reason:
To enable associated vehicles used staff and visitors to be parked off the public highway so as to avoid damage to amenity and interference with the free flow of traffic on the highway in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.
