COMMENTS:
The Local Highway Authority (LHA) would not wish to raise any objections in principle to this application for the discharge of planning conditions - 11 Building construction details - 12 Bin Storage - and 13 Cycle Spaces - of application 15/01858/REM.
The application provides notes setting out the provision for the storage of bins and cycles in relation to the associated reserved matters application.
Condition 12 Notes: ' Bin stores.
Drawings included - Materials Plan (10.104C Materials Plan) - Site Layout (10.102D Site Layout) - Apartment working drawings (24030_Parcel B_APT01_14 ' P6).
These plans include the proposed means of construction, materials, finishes and colouring. Bin stores will be white render, with slate roof tiles. They will have a number keypad entry with a code so only residents are able to access this area. All plots on this phase will be using the one bin store located between the two apartment buildings.
Condition 13 Notes: ' Cycle Storage.
Drawings included - Materials Plan ' (10.104C Materials Plan) ' Site Layout ' (10.102D Site Layout) ' Apartment working drawings (24030_Parcel B_APT28-33 - P4).
Cycle stores will be white render, with slate roof tiles. One per dwelling. This will be accessible for all residents on this phase. This is located on the end of the apartment block 28-33.
The drawing for the site layout titled and numbered, 'SITE LAYOUT-1494/B/P/10.102 REV D', includes a (Car and) Cycle Parking Schedule informing that 35 cycle parking space will be provided one for each of the 35 dwellings in the following arrangement. For the 24 apartments, 24 cycle parking spaces shall be provided in secure covered Cycle Stores. For the houses one cycle storage space each shall be provided either in the associated private garage or a garden shed. Which meets the requirement to provide one cycle storage space per dwelling of the Councils standards at the time of the outline consent and the associated reserved matters conditional consent.
SUMMARY:
The LHA would not wish to raise any objections in principle to the discharge of planning conditions in accordance with the submitted application details and recommend the following planning condition is included: -
CYCLE PROVISION
() No dwelling shall be occupied until space has been laid out within the site in accordance with the approved plan details for the provision of 35 cycle parking spaces one for each of the 35 dwellings in the following arrangement. For the 24 apartments, 24 cycle parking spaces shall be provided in secure covered Cycle Stores. For the houses one cycle storage space each shall be provided either in the associated private garage or a garden shed as appropriate. The secure areas for storing bicycles as identified in the application details and approved plan shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.
Reason:
In order to promote cycling as an alternative to the use of private cars in accordance with Policy DEV29 of the adopted Plymouth & Southwest Devon Joint Local Plan 2014 - 2034.
