This pre-application enquiry seeks advice on a proposed extension to the PAFC Harpers Football Centre, creation of a new grass pitch and associated works to existing pitches.

The proposed works intend to provide a new grass pitch on the site of a former cricket pitch to provide more training areas for the Plymouth Argyle's first team, under 18's and women's team players. In addition, the proposed extension to Harpers Football Centre would see the provision of changing room facilities and a gym for first team players, and potential office space.

The extension would result in a loss of parking spaces within the existing Harpers car park, though the exact number is unknown at this time. Any formal planning application would need to explicitly demonstrate that these spaces are no longer required and that their removal would not lead to any unacceptable impacts within the adjacent highway network.

In addition, information over the proposals for player and staff car parking associated with the new training facility would need to be provided. It is assumed that at present, players would be reliant on facilities at Home Park for changing/gym sessions and would therefore utilise the existing parking provision at this site at training times.

With the provision of these facilities now proposed within the Harpers centre, it could be considered more convenient for players to instead park within the adjacent car park which would result in additional parking pressures at the site.

Should it be the intention for the Harpers car park to be used to satisfy player/staff parking associated with the development, then information over the relationship between the new PAFC facilities and existing Harpers Football Centre use should be provided.

Such information should include the peak hours of operation for Harpers and should evidence that there would be no conflict with the use of the training/gym facilities which would lead to intensified use of the car park at peak times, and to unacceptable overspill parking, especially given the resultant loss of car parking as part of the proposed development.

As the private, unnamed access road is not included within the red line of the application, it could be assumed that the existing parking arrangements at Home Park for players/staff will remain, however clarification over this will need to be provided as part of any formal planning application.

The proposals also seek to improve connectivity from the north of the site to Central Park which is welcomed. Any new pedestrian routes should be sufficiently lit in the interests of personal safety.

The pre-app details state that the level of cycle parking at the site is unknown. Given the proposed reduction in car parking at the site, the LHA would expect additional cycle parking to be provided in accordance with the levels and standards as detailed within section 8 of the SPD.

The LHA would require a Transport Statement (TS) to be provided as part of any future planning application. The TS should explicitly demonstrate that parking spaces lost as part of the development are no longer required and that there would be no unacceptable intensification in use at the site which would result in unacceptable impacts on the adjacent highway network.

Details over the relationship between the new PAFC training facilities and the existing Harpers Football Centre should also be provided, alongside clarification over the proposed parking arrangements for players and staff associated with the new training facilities.


The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
