The proposals seek to change the use of the basement at the above-mentioned property from Class E to a 1-bed flat (Class C3).

The property is not benefitted with any off-street parking provision and therefore, there is a parking shortfall generated by the existing use with the impacts of such being previously established on the local network.

The parking demand associated with the proposed use as a 1-bed flat is 1x space. As such, it is not considered that the proposed development would lead to an increase in the existing parking shortfall previously established by the former use, however the overspill parking generated by the proposed use is likely to occur during peak residential parking times where on-street parking is at a premium.

Whilst there is a Controlled Parking Zone in operation within the area, parking controls are only enforced between 8am and 10am. Therefore, the change in use would apply additional pressure to the parking provision on-street during peak residential parking times.

However, given the location of the site and existing parking shortfall, it is not considered that a recommendation of refusal based on lack of off-street parking and the associated impacts on-street could be sustained if challenged at appeal.

The property will be excluded from obtaining parking permits and visitor tickets for use within the CPZ and I would refer the applicant to the accompanying 'Parking Exclusion' letter which confirms this.

Secure and covered cycle storage will be required in accordance with the levels and standards as detailed within the SPD.

The development hereby permitted shall not be occupied until Cycle storage provision for 1 bicycles has been laid out within the site in accordance with details to be submitted to and approved in writing by the Local Planning Authority.''

The secure area for storing bicycles shown on the approved plan shall remain available for its intended purpose in perpetuity and shall not be used for any other purpose without the prior consent of the Local Planning Authority.''

Reason:'
In order to promote cycling as an alternative to the use of private cars in accordance with Policy DEV29 of the Plymouth & South West Devon Joint Local Plan 2014-2034 and Section 9 of the National Planning Policy Framework.'

INFORMATIVE: RESIDENT PARKING PERMIT SCHEME
The applicant should be made aware that the property lies within a resident parking permit scheme therefore in accordance with Council policy the development will be excluded from obtaining permits and purchasing visitor tickets for use within the scheme.



The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
