Thank you for consulting Historic Environment about the above planning permission application for roof replacement and the installation of a gated access stair and roof top perimeter guard rail at Post Box 136M within RNAD Bull Point.The building is unlisted and not within a designated conservation area, however a number of listed buildings are located within the area and five listed buildings are adjacent to the structure:

BUILDING 59 (EXAMINING ROOM), RNAD BULL POINT - Grade: II - List Entry Number: 1393260
BUILDING 65 (SHELL FILLING AND PACKING WORKSHOP), RNAD BULL POINT - Grade: II - List Entry Number: 1393262
BUILDING 60 (PATTERN AND CLASS ROOM), RNAD BULL POINT - Grade: II - List Entry Number: 1393254
BUILDING 63 (EMPTY BARREL AND CASE STORE), RNAD BULL POINT - Grade: II - List Entry Number: 1393261
The proposed roof replacement is considered acceptable, the inclusion of insulation within the new roof will likely increase the depth of the shall pitch roof, however this is of negligible impact and will likely be discreet to the point where it is not noticeable once installed. The installation of a guard rails and access staircase are more visual alterations that will add new elements to the structure, however as essentially a military industrial site they will not be out of keeping with the context. As such the harm is also considered negligible in this location with the staircase located in the most discreet location possible. We have no objections to the proposed stair and railing, however they should be specified to a marine grade standard given the exposed maritime location to prevent unsightly corrosion.
Our recommendation is that the development is acceptable from a Historic Environment perspective with no recommended conditions. The visual harm in the context of neighbouring listed buildings is considered negligible, with the existing industrial buildings establishing the overall nature of the site, where roof top perimeter railings and an access stair on this building would be in keeping with the context.
