Highway Authority Consultation Response to a Planning Application
APPLICATION NO: 25/00806/CDM
SITE: 16-20 NORTH STREET, PLYMOUTH
DEVELOPMENT: Condition discharge: Conditions 3 (Construction Traffic Management Plan) and 5 (External Maintenance Management Plan) of application 24/01520/FUL
Observations:
Having reviewed the Construction Traffic Management Plan submitted for the discharge of condition 3, I would wish to make the following comments:
It is noted that this is a difficult site to access, particularly by larger delivery vehicles/HGV's (North Street is quite narrow with permitted on-street parking in some locations reducing the available width even further). I would therefore question the use of North Street in order to access the site and would instead suggest using Regent Street and Trafalgar Street (which are slightly wider and subject to double yellow lines to prevent on-street parking).
Reference is made to the use of the existing pay and display car park at Gasking Street for construction staff/contractors. This car park is very small and is often parked to capacity. A better alternative option would be encouraging staff to use the pay and display car park on Regent Street.
It is not clear from the information provided whether or not a suitable area exists within the site in order to allow delivery vehicles to be loaded/unloaded clear of the public highway. This needs to be confirmed.
Finally, it is not clear from the information submitted whether or not temporary footpath/carriageway closures will be required in order to facilitate the works? If this is the case, then permits will need to be secured for such from the Street Services department within PCC. A traffic management plan would also have to be submitted as part of this process.
Subject to the above-mentioned points being addressed, I would then be in a position to recommend in support of this application.
Recommendation:
The Highway Authority requires the submission of further details for the reasons outlined above.
