Highway Authority Consultation Response to a Planning Application


APPLICATION NO: 25/00821/CDM

SITE: MELVILLE BUILDING, ROYAL WILLIAM YARD, PLYMOUTH

DEVELOPMENT: Condition Discharge Condition 5 (Landscape Design Proposals) of planning application 19/00675/S73. Change of surfacing material to the Reservoir car park to a reinforced gravel


Observations:

Whilst the LHA would not wish to raise any in-principle objections to the changes to the surface of the reservoir overflow car park, the likelihood of gravel getting caught in the tyres of vehicles and being deposited elsewhere within the site (such as on the ramp down into the reservoir) remains a concern. However, it is accepted that this is a matter for the applicant to control/manage as it would not impact upon the public highway.

It is noted that white plastic inserts are proposed for the demarcation of individual parking spaces. The only concern regarding such would be the possibility of these inserts becoming covered by loose gravel as vehicles turn int and out of the spaces.

I would also add that a dropped kerb would be required on the concrete island at the bottom of the pedestrian route which runs alongside the ramp into the reservoir area.


Recommendation:

The Highway Authority have no objections to Condition 5 being discharged.
