Condition 3 ' Construction Traffic Management Plan:
A revised Construction Traffic Management Plan (CTMP) has been provided which now shows access/egress from the existing eastern access point only, with all movements to be overseen by a banksman. In addition, the CTMP informs that the western access will be enclosed with heras fencing/hoarding to prevent any use by construction vehicles.

Such amendments have satisfied the concerns previously raised by the Local Highway Authority and therefore, the revised CTMP is considered acceptable.

Incidentally, it is also understood that the applicant has agreed to undertake a Highway Dilapidation Survey which is welcomed by the LHA. The completed survey should be submitted to Network Management for review prior to the commencement of works on site.


Recommendations:
The LHA can now recommend the discharge of Condition 3 ' Construction Traffic Management Plan of application 25/00520/GPD.


The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.

Condition 3 ' Construction Traffic Management Plan:
The Local Highway Authority are unable to recommend the discharge of this condition until the Construction Traffic Management Plan (CTMP) has been updated in line with the following comments.

The CTMP proposes a one-way route through the site for construction vehicles with the eastern access used for entry and the western vehicle crossing used for egress. However, whilst there is a dropped kerb which serves the western point of access/egress, there is no formal footway crossing.

Whilst it is appreciated that the crossing would have been used by cars as part of the former use, vehicle override has caused damage to the footway due to the lack of a formal vehicle crossing. With the crossing now expected to take the load of construction vehicles, there are substantial concerns regarding additional damage to the footway and any shallow services as a result.

Therefore, the applicant will be required to apply to Network Management for a Commercial Vehicle Crossing and the crossing will need to be provided prior to the commencement of any works on-site. The CTMP should be updated to reflect this.

In addition, the CTMP should be updated to state that a banksman will be available at all times to supervise and manage access/egress to the site by construction vehicles whenever may be necessary.

Network Management have also advised that the placement of any scaffolding on the public highway will require a permit.

Incidentally, whilst recommended by the LHA as part of the full planning application, a condition for a Highway Dilapidation Survey was not attached to the planning consent. However, Network Management have advised that it is within the developer's interest to sufficiently record the existing condition of the adjacent highway (including footways) and provide this to them prior to the commencement of works on-site. Any resultant damage to the public highway as part of the construction activity at the site would need to be rectified at cost to the applicant.

Recommendations:
The CTMP will need to be updated to include the requirement for the provision of a Commercial Vehicle Crossing at the western access and a banksman to supervise and manage access/egress to the site whenever may be necessary in order for the LHA to recommend condition 3 for discharge.
