This pre-application enquiry seeks advice on the proposed change of use to a car valeting business at the above-mentioned site.Very limited details have been provided as part of the application and therefore, the Local Highway Authority would provide the following general comments.
The site is located on the northern side of St Levan Road which is a C classified Road. There are no parking controls along this length of St Levan Road and there is high demand for on-street parking.
The site is benefitted with an existing vehicular access from St Levan Road and it is understood that a car sales business currently operates from the site.
Any future planning application will need to demonstrate that sufficient off-street parking is provided on-site whilst also retaining sufficient space within the site to allow vehicles to enter and exit the site in a forward gear (a requirement where access is from a classified road).
As no specific details over the operation of the proposed valeting business have been provided, the LHA are unable to exactly quantify the level of off-street parking provision required. Therefore, the applicant should ensure that such details are provided at full application stage to demonstrate that there is enough capacity on site in line with the business operations to prevent any unacceptable overspill parking on the adjacent network.
Secure and covered cycle storage for staff should also be provided in accordance with the levels and standards as set out within section 8 of the SPD.
In addition, full details regarding drainage at the site will need to be provided to demonstrate that any private surface water is drained and discharged to a private drainage system within the site. It would be unacceptable for any private surface water to run off onto the adjacent public highway.
In conclusion, any future planning application will need to evidence that the proposed change of use would not result in any overspill parking on the adjacent public highway and that on-site turning is provided in the interest of highway safety. In addition, full details with regard to the surfacing/drainage of the site will be required to demonstrate that there would be no private surface water run off onto the public highway.
The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
