Conditional requirement of the outline PP - the provision of 20% Accessible dwellings. Site layout plans submitted for Ph 7 indicate the intention to deliver these units @ Plots marked M: 88/89/109/108/106/105/123/83/82/126/127/130/131/132/111/38/20/19/18/152/
155/156/48/160/161.
By my reconning ' (spotting M symbols on the plan) this would total a proposal of 25 accessible plots ' out of a phase total of 156 houses. This amounts to 16% accessible dwellings ' which doesn't comply with the outline condition ' unless the applicant can show there is already an over-provision of accessible housing in earlier phases to compensate.
(Note I had asked for submission of an accessible housing schedule which would have made counting and accessible plot identification much easier).
It is essential that all Accessible criteria are fully addressed at plan and construction stages. This is why submission of a detailed schedule indicating all of the accessible design features for M (2) compliance per plot would be useful.
The highways level plans show parking space levels and finished floor levels of each property. However the gradient of the approach route is not clear in each case, also it is not clear from the plans submitted that all of the proposed parking spaces for accessible plots have accessible widened space alongside (900mm accessible strip could possibly be shared be 2 spaces).
As it stands, a large amount of additional information regarding Part M (2) compliance per plot, is awaited.

Observations:
Further to my previous highway consultation response, I would now wish to provide the following comments/observations in respect of the discharge of condition 14 (Cycle Routes):
¿ In view of it¿s limited width (3-3.5m in total), the identified pedestrian/cycle routes across the site (such as the route which runs along the northern boundary of the site) would have to function as ¿shared¿ routes. Could the applicant please confirm that the layout and all associated signing conforms with the requirements of LTN 1/20?
¿ In order to improve permeability for both walking and cycling, it is recommended that a hard-surfaced link for use by both cyclists and pedestrians be provided from the adopted courtyard through to the shared footway/cycleway between Plots 81 and 84. In addition, I would also recommend that a similar link is provided from the private driveway through to the combined footway/cycleway in front of Plot 216.
Subject to these comments being addressed, I would then have no objections to condition 14 being discharged.

Observations:
Whilst I am currently awaiting feedback from colleagues in respect of the details submitted for the discharge of Condition 14 (Segregation of Cycle Routes), I am able to provide feedback in relation to Conditions 11 and 16.
Condition 11 (Allocated Parking)
Apart from a minor error shown on the drawing relating to the car parking spaces serving units 27, 28 & 29 (the spaces are the drawing are labelled as 26, 26 and 27), the majority of the units have access to 2 or more car parking spaces with only the smaller Flat over Garage units having access to 1 space. Therefore, I am content that this condition can be discharged.
It would be helpful if the applicant could confirm how the use of the visitors spaces will be controlled/managed to ensure that they are available for use by visitors and not simply used as overflow parking by existing residents?
Condition 14 (Cycle Route Segregation)
I am currently awaiting feedback from colleagues on these details and will respond once I have received such.
Condition 16 (Electric Vehicle Charging Provision)
Having reviewed the EV charging provision layout plan, I am satisfied that each dwelling will have access to such and therefore would have no objections to this condition being discharged.

CONDITION 6 REM ref 23/01404: PART M4(2) DETAILS AND COMPLIANCE PRE-COMMENCEMENTCondition 6 states that - Prior to commencement of works, details of the level access routes (including gradient of approach) between M4(2) parking spaces and their respective front doors and the enlarged parking spaces shall be submitted to and approved in writing by the Local Planning Authority. Once approved the access routes and spaces shall be implemented prior to occupation of the relevant units and the dwellings shown as 'Lifetime homes' on drawing P23-0576_DE_014-01 REV L shall be Part M4(2) compliant. Prior to the occupation of the development, an independent verification report shall be provided which confirms that the dwellings have been constructed to the required specification. The report shall also set out the qualifications of the examiner who undertakes the verification, unless otherwise agreed in writing by the Local Planning Authority. The dwellings shall remain as a M4(2) specification in accordance with the approved details.
In seeking to discharge the pre commencement elements of this condition it would be helpful if the applicant/agent could cross refer the plots of the required Lifetime Homes ' drawing P23-0576_DE014-01REVL ' to the highway levels /access details submitted. To enable an assessment it is suggested that a schedule specifying each Lifetime homes plot be submitted ' outlining wider parking space and level per plot/accessible approach route gradient per plot/accessible threshold level into the home. This schedule could then be used as a checklist/verification sheet (plot by plot) for all of the other Lifetime Homes criteria requirements.
Given that the condition requires verification of compliance from an expert ' HDT would advise that it makes sense to provide a schedule asap to avoid costly remediation works later in the construction programme and would be a very good starting point to assess the pre commencement element as well as demonstrate plot by plot compliance with the Lifetime Homes requirements.
