Highway Authority

The proposals seek to create a hardstand at the above-mentioned property with a new vehicle access taken from Kirkwall Road.

The proposed hardstand meets the minimum dimensions required for suitable off-street parking and sufficient levels of inter-visibility are provided at the site access.

Separate consent from Network Management will be required to facilitate the new vehicle crossing and dropped kerb. As there is at least 1m clearance between the crossing and the street tree, Network Management have confirmed that a crossing and dropped kerb in this location would be acceptable. In addition, the use of the proposed no-dig, CellWeb construction within the public highway verge has been approved in principle in this instance.

For these reasons, the LHA would not wish to raise any in-principle objections to the proposed development.

Planning conditions:
CAR PARKING PROVISION
The proposed hardstand shall not be brought into use until the car parking area shown on the approved plans has been drained and surfaced in accordance with the approved details, and that area shall not thereafter be used for any purpose other than the parking of vehicles.

Reason:
To enable vehicles used by occupiers or visitors to be parked off the public highway so as to avoid damage to amenity and interference with the free flow of traffic on the highway in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.

PRESERVATION OF SIGHT LINES
No structure, erection or other obstruction exceeding 900mm in height shall be placed, and no vegetation shall be allowed to grow above that height, within the approved sight lines to the site access at any time.

Reason:
To preserve adequate visibility for drivers of vehicles at the road junction in the interests of public safety in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.

INFORMATIVE: KERB LOWERING
Before the access hereby approved are first brought into use it will be necessary to secure dropped kerbs and footway crossings with the consent of the Local Highway Authority. The applicant should contact Plymouth Highways for the necessary approval. Precise details of all works within the public highway must be agreed with the Highway Authority.

Natural Infrastructure Team

The standard approach of the Natural Infrastructure team is to resist any development within the RPA of a retained tree unless overriding justification for doing so is given. This is in line with best practice (BS5837). As such, we are unable to support this application.

However, the applicant has employed a suitably qualified and experienced arboricultural consultant to examine the impact of these proposals and suggest technical solutions. While we are unable to support the proposals, if the LPA is minded to grant permission for this application we would recommend that the arboricultural impact assessment, including the use of cellular load distributing surface, should be conditioned.
