The proposals seek to change the use of the above-mentioned property from a care home (Class C2) to a single dwellinghouse (Class C3). The Local Highway Authority (LHA) would not wish to raise any objections to the proposed development.

There are no proposed changes to the parking layout or vehicular access to the site as part of the proposals. As stated within the indicative parking standards within the SPD, a 4-bed house should be served with 3x off-street parking spaces.

Whilst it is clear that this level of off-street parking provision could not be provided within the site, it is important to consider any established parking shortfalls and associated impacts previously established by the former use.

When assessing the likely parking demand for the former use as a care home, at least 3x spaces would have been required (1x per 8 residents, 1x per 3 non-resident staff and 1x for any manager). It is also reasonable to assume that the former use would have attracted vehicle trips by visitors.

It is considered that the former use as a care home would have given rise to overspill parking on the local network and therefore, the transport and parking impacts generated by the new proposed use would be neutral. It is also noted that the proposals would be returning the property to its original use as a dwellinghouse.

For these reasons, the LHA would not wish to raise any in-principle objections to the proposed development.

Planning conditions:
CAR PARKING PROVISION
The building shall not be occupied until the car parking area shown on the approved plans has been drained and surfaced in accordance with the approved details and that area shall not thereafter be used for any purpose other than the parking of vehicles.

Reason:
To enable vehicles used by occupiers or visitors to be parked off the public highway so as to avoid damage to amenity and interference with the free flow of traffic on the highway in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.

CYCLE PROVISION
The dwelling shall not be occupied until space has been laid out within the site in accordance with the approved plan for a minimum of 4 bicycles to be securely parked. The secure area for storing bicycles shown on the approved plan shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.

Reason:
In order to promote cycling as an alternative to the use of private cars in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.

ELECTRICAL VEHICLE CHARGING PROVISION
The dwelling shall not be occupied until space has been laid out within the site in accordance with details to be submitted to and approved in writing by the Local Planning Authority for the provision of 1 standard electrical vehicle dedicated charging. The electrical vehicle charging point shown on the approved plan shall remain available for its intended purpose and shall not be used for any other purpose without the prior consent of the Local Planning Authority.

Reason:
In order to promote sustainable modes of transport in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.

ACCESS GATES (ADJACENT TO HIGHWAY)
The access gates hereby permitted shall be fixed to open inwards only to ensure they do not project over the adjacent public highway when open or being opened.

Reason:
To ensure that the gates do not project over the adjacent highway at any time in the interest of public safety in accordance with Policy DEV29 of the Plymouth and South West Devon JLP 2019.


The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.
