Highway Authority Consultation Response to a Planning Application


APPLICATION NO: 25/00953/FUL

SITE: STONEMASONS ARMS, 142 ALBERT ROAD, PLYMOUTH

DEVELOPMENT: Change of use and conversion of former Public House to create 8-bed HMO (Sui Generis)


Observations:

It is noted that this application is now for an 8 bed HMO on the site of the former Stonemasons Arms whereas the previous pre-application enquiry submitted for this site (app no 24/01197/MJR) was for 10 self-contained flats.

As highlighted by the LHA when responding to the previous pre-application enquiry, the lack of dedicated off-street car parking serving the site remains an area of concern and it is noted that no car parking is proposed as part of this new application for an HMO.

Application of the car parking standards as outlined in the JLP SPD, reveals that 4 spaces would be required to serve the proposed 8 bed HMO (1 space per 2 bedrooms). However, no off-street car parking has been proposed as part of the application.

Whilst it is acknowledged that this site is relatively accessible by sustainable modes of transport and that cycle parking has been proposed, it is the view of the LHA that this would not sufficiently make-up for and address the impacts that would arise from the lack of off-street car parking provision.

The existing residential streets surrounding the site are heavily parked both during the daytime (as a result of dockyard staff parking) and also in the evenings as residents return home. It is the view of the LHA that the additional parking demand generated by the proposed development will add to these existing parking problems/pressures which would be to the detriment of existing residents and potentially give rise to highway safety issues (if vehicles were tempted to start parking on double yellow lines or within and around junctions etc).

In view of the comments made above, I would have to recommend that this application is refused on the basis of the following reason set out below.

Recommendation:

The Highway Authority recommends that planning permission should be refused for the following reason:

Inadequate Provision of Parking
No adequate provision has been proposed to be made for the parking of cars of persons residing at or visiting the development hereby proposed. Vehicles used by such persons would therefore have to park on the public highway adding to the existing on-street kerbside car parking difficulties already experienced within the local area which would interfere with the free flow of traffic on the local road network and give rise to conditions likely to be detrimental to public and highway safety which is contrary to the adopted guidance contained within the Supplementary Planning Document (July 2020) and Policy DEV29 of the Plymouth and South West Devon JLP (March 2019) and paragraph 116 of the NPPF Dec 2024.
