The Natural Infrastructure Team would have no objections to this development subject to condition. Please use the new Plymouth and South West Devon Joint Local Plan Supplementary Planning Document, Adopted July 2020 or if you require further guidance please contact niplanning@plymouth.gov.uk to arrange an NI planning surgery slot.

In order for the application to comply with DEV26 we would need to see enhancements for wildlife, to meet this requirement we would recommend the applicant installs 2x bat and 2 bird boxes on the new buildings. This should be conditioned, suggested wording is as follows:

Condition: Ecological Mitigation (Bird, bat & insect boxes)

The installation of 2x enclosed bird and bat boxes within the fabric of the building.

Plans for the specification and locations of these within the building or site are to be submitted and approved in writing to the Local Planning Authority.

Reason: In the interests of the retention, protection and enhancement of wildlife and features of biological interest, in accordance with Joint Local Plan Policies SPT12 & DEV26

We would also recommend that a condition requiring the retention of hedgerows on the site is applied, suggested wording as follows:

CONDITION: EXISTING TREE/HEDGEROWS TO BE RETAINED/PROTECTED

() In this condition "retained tree or hedgerow" means an existing tree or hedgerow which is to be retained in accordance with the approved plans and particulars; and paragraphs (a) and (b) below shall have effect until the expiration of 5 years from the commencement of development.

A: No retained tree or hedgerow shall be cut down, uprooted or destroyed, nor shall any tree be pruned other than in accordance with the approved plans and particulars, without the written approval of the Local Planning Authority. Any pruning approved shall be carried out in accordance with BS 3998: 2010 Tree Work Recommendations.

B: If any retained tree or hedgerow is removed, uprooted or destroyed or dies, or pruned in breach of (a) above in a manner which, in the opinion of the Local Planning Authority, leaves it in such a poor condition that it is unlikely to recover and/or attain its previous amenity value, another tree or hedgerow shall be planted at the same place and that tree or hedgerow shall be of such size and species, and shall be planted at such time, as may be specified in writing by the Local Planning Authority.

Reason: To ensure that the trees on site are protected during construction work in accordance with policy DEV28 of the Plymouth and South West Devon Joint Local Plan and paragraphs 130, 131, 174 and 180 of the National Planning Policy Framework.

PRE-APPLICATION COMMENTS:
Further to previous associated planning applications 23/01774/FUL & 25/00267/FUL (refused and withdrawn) for similar developments of ancillary storage buildings. The Local Highway Authority (LHA) would continue to raise no objections in principle to this pre-application proposal for the siting of an ancillary detached storage building to the rear of 56 Staddon Lane.

The associated Planning Statement (par 9.6) informs that, access and egress to the site will remain unchanged, with ample open space remaining for car parking and manoeuvring. Also suggesting that the proposed new storage building would provide additional space so the existing attached garage can be used for car parking, rather than storage.

SUMMARY:
The LHA would not wish to raise any objections in principle to this pre-application proposal for a storage building, where there is sufficient space at the application site to accommodate the parking of cars. But as part of any associated future full planning consent would be recommending that appropriate planning conditions be included to secure car parking space in accordance with the site layout, and for the provision of one Electric Vehicle charging point.
