This pre-application enquiry seeks advice regarding proposals to upgrade/resurface an existing sports court, including the provision of fencing and floodlights, at the above-mentioned site.

It is understood from the submission details that the upgraded sports pitch would continue to be used as ancillary to the core school use and therefore, any associated traffic and transport impacts will have been previously established.

For this reason, the Local Highway Authority (LHA) would not wish to raise any in-principle objections to the proposed development.


The proposed development has been considered in accordance with the Councils current Development Plan Policies and having regard for the National Planning Policy Framework.

Historic Environment

This pre-application site is situated in an area with several sensitivities to the historic environment.
It lies within Stoke Conservation Area (adopted 1985) as well as Grade II* Listed Devonport High School for Boys (NHLE 1386309) and within the wider setting of several listed buildings and structures to the north of the school site.

We have no in principle objections to proposals for a replacement sports court at the school. However, the applicant will have to clearly demonstrate the impacts of the
development upon the significance of any affected heritage assets, including the effects of lighting within a
supporting heritage statement. This would allow for a
clear decision-making process to be followed in line with Policy DEV21 of the Plymouth and South
West Devon Joint Local Plan and Chapter 16 of the National Planning Policy Framework
